GENERAL PROCUREMENTNOTICE Republicof Moldova Disaster and Climate Risk ManagementProject Central government administration (100%) Themes: Natural disaster management(100%) GENERAL PROCUREMENT NOTICE Credit No. 46822-MD Project ID No. P115634 The Republic of Moldova has applied for financing in the amount of US$10.00 million equivalent from the WorldBank toward thecost of the Disaster and Climate Risk Management Project, and it intends to apply part of the proceeds to payments for goods,works, related services and consulting services to be procured under this project. The project will include the following parts: Part A. Strengthen the StateHydrometeorological Service's Severe Weather Forecasting Capacity Under Part A the project will finance procurement of goods, works,and consultants' services, including training for: (i) development of "early warning" and "nowcasting" capabilities, including through: (a) automating datacollection; (b) building a new hydrological station at an existing key reservoir and four meteorological stations and (c) theestablishment of a flash flood forecast modeling system. (ii) installment in Chisinau region of a dual polarization Doppler radar technology for localized forecasts;and (iii) development of plans for seasonal and climate forecasts. Part B. Improve Disaster Preparedness andEmergency Response Under Part B the project will finance procurement of goods, works, and consultants'services, including training for: (i) preparing feasibility and design studies that will form the basis forestablishment of an Emergency CommandCenter (ECC), including the architectural design of the ECC within the provided space in the Department of Exceptional Situations(DES) headquarters and the design of the information management system linking DES with its local offices and key sectoralinstitutions; (ii) establishing and operating the ECC through: a) the renovation and refurbishment works in the facility; b)the acquisition of furniture and equipment for the ECC; c) the IT hardware procurement; d) the procurement of emergency informationmanagement software and e) the acquisition of communication equipment. (iii) building capacity of DES and evaluating progress in establishing ECC. Part C. Initiate Adaptation to Climate Risksin Agriculture Under this Part C the project will finance procurement of goods, works, andconsultants' services for the development of a Just-in Time Communication Platform and technical advisory services to farmers,farmer groups and rural communities for piloting and testing activities aimed at increasing agricultural sector's resilience toadverse weather. Procurement of contracts financed by the World Bank will beconductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits published by the Bank in May 2004 and revised in October, 2006 and May 2010 and is open to all eligiblebidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank inMay 2004 and revised in October, 2006 and May 2010.
