The Syrian Arab Republic has received financing in the amount of USD389000 equivalent from the World Bank toward the cost of the Capacity Building in Business and Economic Surveys, and it intends to apply part of the proceeds to payments for consultancy services and training activities to be procured under this project. This project will be implemented by the Central Bureau of Statistics – CBS, the National Statistical Agency of Syria. The project includes the following components:


Part A: Assessment

Multi- sector assessment of economic and business surveys in the following sectors: manufacturing and energy, environment, agriculture, construction and infrastructure and economic services (including tourism).

Consultancy Services: experts in the sectors mentioned in the above are required to conduct a comprehensive assessment of the strengths, weaknesses, opportunities and transformations (SWOT analysis) of the economic surveys currently conducted in Syria. The analysis should cover all the steps of survey work: identification and selection of the sample, preparation and content of questionnaires, field work, compilation and analysis of the data. The experts should be able to conduct an assessment of the software and information technologies used by CBS.

The assessment would provide recommendations and a relevant training program for the implementation of these recommendations, agreed on with CBS. The assessment would also provide recommendation to CBS on needed equipment and software for the continuation of the work and for the sustainable capacity enhancement at CBS.

The assessment work is expected to start on September 2010 with an estimated cost not to exceed USD80,000.


Part B: Methodologies and Design of Business and Economic Surveys

1- New Methodologies for Business and Economic Surveys: the experts are required to provide CBS with new methodologies for economic and business surveys and provide the needed training to relevant CBS staff on these methodologies.
2- Design of new Business and Economic Surveys: the experts are required to design hand-on-hand with CBS staff the new processes for business and economic surveys.

Consultancy Services:
i. The experts are required to provide CBS with a new methodology for business and economic surveys. The consultancy is expected to start in the beginning of January 2011, with an estimated cost not to exceed USD40,000,
ii. The experts are required to work with CBS relevant staff on the design of news economic and business surveys. The consultancy is expected to start in March 2011 and is estimated not to exceed USD80,000.


Part C: Monitoring Surveys and Assisting in Data Analysis

1- Supervision and Monitoring of Surveys: the experts are required to supervise and monitor two pilot surveys on Industry and Energy, and on Construction and Infrastructure.
2- Supervision and Monitoring of Data Compilation and Analysis: the experts are required to supervise the compilation and analysis of data resulting from the two pilot surveys.
3- Awareness and Dissemination: an international expert should review the communication strategy of CBS and propose a new strategy for raising awareness, communication and publication.

Consultancy Services:
i. The experts should supervise and monitor the preparation and the conduct of the two pilot surveys. The experts will be involved in the training of field workers, in the selection of samples and in the preparation of questionnaires. The work should be conducted hand-on-hand with relevant CBS staff. The consultancy is expected to start on June 2011 with an estimated cost not to exceed USD40,000,
ii. Once the field work is completed, the experts should supervise and monitor the compilation and analysis of data. This work should also be conducted hand on hand with relevant staff from CBS. The consultancy is expected to start in September 2011 with an estimated cost not to exceed USD 80,000,
iii. An expert should assess the communication, dissemination and information strategies of CBS and prepare a new strategy. The expert should propose tangible actions related to the dissemination of reports and results produced under all phases of the project. The consultancy is expected to start in February 2012 with an estimated cost not to exceed USD 15,000.


Part D: Training

All experts at all phases of the project are required to provide hand-on-hand training to the relevant CBS staff. In addition, training should cover the fields and needs identified in the training program prepared under the Assessment phase. Training should also enable CBS staff to use new equipment, technologies and software identified under the assessment phase. All surveyors involved in the pilot surveys should receive appropriate training. The training can be provided by the experts working on different stages of the project and / or by other experts working in close collaboration with them. Training will be an ongoing activity along the life of the project. The estimated cost for training shall not exceed USD 40,000.


Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits published by the World Bank in May 2004 and revised in October 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the World Bank in May 2004 and revised in October 2006.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced in English, French and Arabic languages, as they become available, in UN Development Business and dgMarket and in at least one newspaper of national circulation, in this case the Al Thawra newspaper that has a link to an on-line publication http: //thawra.alwehda.gov.sy//, and in a well-known newspaper of wide international circulation, as applicable.
