The Government of the Islamic Republic of Afghanistan has received a grant from the World Bank toward the cost of achieving Sustainable Development of Natural Resources in Afghanistan. The Project is being implemented through a Program Management Unit (PMU) within the Ministry of Mines. The Ministry is now seeking an individual consultant with extensive industry and/or Government experience for the position of Technical Mining Adviser for the Ministry of Mines.

The Mining Technical Adviser will reside in Kabul and have the following responsibilities:

• Work with counterparts of the Ministry of Mines, co-ordinate with other donors such as DIFID, USAID, JCIA etc on various relevant work streams, World Bank SDNR Consultants on such programmes as the mines cadastre, mines inspection, social, environmental and geological capacity building..
• Assessment and assistance to counterparts in the Ministry of Mines’ Mining Cadastre, Mine Inspection Environmental and Social Protection Units as required.
• Interact with the MCC Aynak implementation team in Afghanistan to ensure that the mine planning for the MCC bankable feasibility study is in accordance with the Aynak Mining Contract, international standards and World Bank’s environmental and social policies.
• Technical assessment and assistance to the Hajigak project and transaction advisors to ensure that the Ministry’s expectations and policies are incorporated into the design of the tender, the RFP and assessment,
• Review of various technical documents
• Assist in preparation of technical documents, including the drafting of technical regulatory documents.
• Provide timely and robust technical advice to the Minister and Ministry of Mines counterparts when required
• Assist the Ministry of Mines and World Bank with the preparation and implementation of a mining vision in addition to other mining related tasks for the sector that will identify key areas for development, liquidation, reserves and the relevant financial, social and other impacts associated with sector changes

Candidates should fulfil the following requisites:

• Professional qualifications must include a higher degree in Mining Engineering. A post graduate qualification relating to mine occupational safety and health (OSH) and/or having worked in an operational OSH role for 3 years would be advantageous.
• A minimum of 10 years of experience in mining, with at least 5 years experience in an executive position, working with governmental organizations would be an advantage.
• At least 5 years practical experience of large-scale opencast and underground copper and other base metai and/or iron and coal operations is a distinct advantage as well as experience with mine mouth to power projects
• Previous professional exposure to transition economies is also an advantage
• Fluency in spoken and written English
• Excellent communication and interpersonal skills, particularly on governmental levels
• Ability to work effectively in a multi-ethnic and multi-cultural environment

The consultant will be selected in accordance with the procedures set out in the World Bank’s Section V of Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004) revised in October 2006 and May 2010.
