United Nations Office for Project Services (UNOPS) now invites sealed bids from bidders for Consulting Services; Cruise Ship Company - 6th GEF Biennial International Waters Conference.


Background


The Global Environment Facility (GEF) is a global partnership among 178 countries, international institutions, nongovernmental organizations (NGOs), and the private sector to address global
environmental issues while supporting national sustainable development initiatives. The GEF lntemational Waters (IW) focal area targets transboundary water systems, such as shared river basins, lakes, groundwater and large marine ecosystems. The United Nations Office for Project Services (UNOPS) manages the GEF IW project IW:LEARN, which will organize the 6"` GEF Biennial lntemational Waters Conference (IWC).

The [WC is a signature event for the GEF IW focal area. IWCs convene on average 300 participants from about 70 projects and 80 countries to share practical experience, apply evolving policies and procedures, address emerging priorities and improve overall project perfomtance. The FNC6, as proposed, will take place onboard a ship in the Fall of 2011 at various locations in the Adriatic Sea. The IWC6 will focus on extensive opportunities for focused learning on scientific and technical innovations will have an exhibit area, and provide opportunities for participants for interaction with the GEF Secretariat and agencies on policies, procedures and project management, as well as ample
time for the participant-directed workshops.

The conference is also a seminal event for the GEF, as the GEF will mark its 20th anniversary during the IWC6. This is a major milestone for the world’s largest actor catalyzing international cooperation over one of the world‘s most precious resources.

The cruise will involve visits to multiple GEF IW projects and GEF beneficiary countries. The daily schedule for at least four of the cruise days would commence with a morning working session.
Participants would then disembark midday, equipped with a carry-out lunch and visit a GEF IW project site in proximity to the port. They would return to the ship for an afternoon wrap-up session. Around midnight each day the ship would cruise ovemight to the next port of call.

This ToR outlines the terms for procurement of services, namely a cruise ship company to host the 6m GEF Biennial International Waters Conference.

6 A full-ship charter of a vessel capable of accommodating, feeding and transporting up to 350 passengers over a five-to-six day cruise in the Mediterranean Sea (Adriatic)

Description of the Required Services/Activities

As noted above, the Cruise Ship Company will be responsible for providing a cruise ship and associated services during the 6" GEF Biennial International Waters Conference.

Task 1: Logistics, accommodation and catering for the 6"' GEF Biennial International Waters Conference

• As the conference management has not yet decided on the exact duration nor itinerary ofthe
cruise, please submit. alternate proposals as follows:
ay) 5 days in September 2011
b.) 6 days in September 2011
c.) 5 days in October 2011
d.) 6 days in October 2011
Strongest preference is for dates within the first two weeks of September (5- 19 September 2011).

• Make 4 stops at ports of call in the Adriatic Sea region:
- Durres, Albania
- Bar, Montenegro
- Ploce, Croatia
- Dubrovnik. Croatia
- Final port schedule to be proposed by the Conference organizers and agreed with the
Cruise Ship Company

• Embarkation and disembarkation in an Adriatic Sea port (or Piraeus, Greece) — to be negotiated, costed and agreed with the Cruise Ship Company A Provide accommodation for at least 350 people in individual cabins

• Provide accommodation for at least 350 people in individual cabins

• During the 5-6 day cruise, provide catering for up to 350 people as follows:
- Breakfasts (each dayz'350 persons)
- Regular lunch (incl. teafcoffee), ldayi'350 people
- Take-away lunch (incl- beverage), 4-5 days.•‘3 50 people
- Regular dimers (5days/350 persons) with catering
- Special consideration: offer should include stage prices for different numbers of participants in case participation is reduced.

Offer should also include possibility to consider specific dietary necessities (including dietary requests, such as no seafood. no
meat, halal/kosher)

• Provide a theater or show room, (preferably with tiered seating accommodating at least 420 people) as well as a raised stage with a speaker’s podium, a long table for a panels (as well as
corresponding audio-visual capacity, a presentation screen and

• Provide conference/workshop room facilities, in particular up to 8 rooms for concurrent workshops or areas in the vessel that can be appropriately arranged so as to host workshops
(at least 3 of these should be capable of accommodating up to 100 people in a workshop or dinner format), including provision of audio visual equipment for each room (presentation screens or monitors so that all participants in a room can review the PowerPoint slides, speakers and microphones-either on a dais or mobile microphones)- Permit the arrangement of
the rooms into meeting spaces.

• Provide an open space where at least 40 exhibit booths (of standard size) could be
constructed.
• Provide space for informal meetings (tables, chairs) in for example, café or bar space
• Provide Internet WIFI capacity in meeting rooms and public spaces
• Provide medical facilities aboard ship, including access to a ship doctor
• Provide a basic security plan for the evacuation of the ship, including a briefing to participants
before embarkation on basic safety procedures
d Provide documentation of insurance coverage for the ship and its occupants
• Limit entertainment (we will not need full-scale shows and the like)
• In cooperation with conference organizing parties, help to facilitate arrangements with port
facilities and customs officials in each port of call
