THIS IS THE ANNOUNCEMENT FOR PROPOSALS. THE PRE-SOLICITATION NOTICE WAS POSTED UNDER PR-IL-10-10000. DUE TO A CHANGE IN EPA CONTRACT WRITING SYSTEMS, A NEW POSTING IS NECESSARY. THIS WILL BE THE ONLY POSTING LOCATION FOR THIS SOLICITATION.

ALL QUESTIONS ASKED DURING THE MEETING OR BY EMAIL PRIOR TO JULY 7TH WILL BE INCORPORATED INTO THIS NOTICE BY AMENDMENT. The United States Environmental Protection Agency (U.S. EPA) has a requirement for Information Technology (IT) Support Services. The U.S EPA, Region 5 ‘s main office is located in Chicago, IL and is the primary location for performance. Additional IT support services will be required at alternate and satellite locations listed in the Performance Work Statement. The Region 5's territories of responsibilities include Minnesota, Wisconsin, Illinois, Indiana, Michigan, and Ohio. Currently, the Region five (5) IT contract supports over 2,100 personal computers located within its territory.

The support services include nine major tasks (1) Voice and Data Telecommunication Support, (2) Local Area Network (LAN)/Computer Services and Software, (3) Database Administration Support, (4) Microsoft Windows Servers and Storage Area Network (SAN) Systems Administration, (5) GIS, Scientific and Division Specific Application Support, (6) Wireless LAN (WLAN) Support, (7) Laboratory Information Management System, Element Data System from Promium (LIMS) Support and Maintenance, (8) Computer Security, and (9) Great Lakes National Program Office (GLNPO) Technical Computer Support.

The successful contractor shall provide all necessary labor and services in support of the efforts delineated by the Performance Work Statement (PWS). A draft Performance Work Statement will be attached. A firm-fixed price, performance based contract will be used to award one vendor a one-year contract with the option of four, one-year option periods. The acquisition will use Federal Acquisition Regulation (FAR) Part 15, Contracting By Negotiation procedures. The estimated cost for the base period and all option periods will be less than $15M. It is anticipated that the contract will be awarded in September 2010. The applicable NAICS code is 541513, Computer Facilities Management Services, with a size standard of $25,000,000.
