The Government of Kiribati, with the assistance of proposed loans from the Asian Development Bank (ADB) and the International Bank for Reconstruction and Development (IBRD), intends to improve the road network on South Tarawa. Part of the proceeds of the loans will be applied towards eligible payments for goods, works, related services and consulting services to be procured under the KIRIBATI ROAD REHABILITAION PROJECT. This project will be jointly financed by IBRD, ADB and the Government of the Republic of Kiribati.

The project includes the following:

  1. Reconstruction and Rehabilitation of Paved Roads on South Tarawa. The road from St. Anne to the airport, as well as others will be reconstructed or rehabilitated. The works will include safety measures, such as speed humps, kerbing and footpaths.

  2. Rehabilitation of Paved Roads in Betio and Bikenibeu. Damaged road sections will be repaired and drainage improvements made.

  3. Sealing of Feeder Roads. Unsealed urban feeder roads with high traffic volumes will be upgraded and sealed and provided with improved drainage.

  4. Rehabilitation of Betio causeway road. The pavement on the causeway will be rehabilitated (about 3.2 kilometers), as well as potential repairs to the bridge deck.

  5. Consulting Services. A firm of consultants will be engaged for detailed design, tender-phase management and construction supervision. Individual consultants will be engaged to assist with sector management efficiency improvements.

Procurement

All ADB-financed procurement will follow ADB's Procurement Guidelines (2010 version, as amended from time to time), and is open to all eligible bidders as defined in the guidelines. Consulting services for design and construction supervision (to be financed by ADB) will be selected following Quality and Cost-Based Selection Procedures in accordance with the ADB's Guidelines on the Use of Consultants (2010 version, as amended from time to time). Procurement procedures for other consultant services are yet to be determined.

Specific procurement notices for contracts to be bid using international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in ADBs' Business Opportunities, UN Development Business and dgMarket.
