Individual service contract forecast
1. Publication reference:

European Union, represented by the European Commission, on behalf of the
Ministry of Petroleum and Mineral Resources of the Syrian Arab Republic
and the partner countries (PC), Damascus, SYRIAN ARAB REPUBLIC.
6. Nature of contract:
Fee-based.
7. Contract description:
To provide technical assistance in the field of natural gas infrastructure
development to improve the security of energy supply in the region as well
as in the EU by fostering the integration of the energy markets between
all partner countries. The PCs include Egypt, Jordan, Lebanon, and Syria.
Turkey and Iraq also participate in the project as observers.
Main outputs will include:
(1) studies to expand the Arab gas pipeline and contribute to developing
gas flows among the Mashreq countries concerned, as well as to the EU;
(2) assistance in legislative and regulatory harmonisation in the energy
sector;
(3) assistance towards the harmonisation of technical standards and
specifications of the gas network;
(4) assistance to build an efficient and sustainable management of the gas
sector in the PCs;
(5) cooperation with other energy-related initiatives/projects.
8. Indicative budget:
For centralised contracts: 5 000 000 EUR.
9. Intended timing of publication of the procurement notice:
July/August 2010.
10. Additional information:
This tender will be launched under a suspensive clause until the signature
of the financing agreement by the beneficiary foreseen at the latest end
of December 2010.
11. Legal basis:
Regulation (EC) No 1638/2006 of the European Parliament and of the Council
of 24.10.2006 laying down general provisions establishing a European
Neighbourhood and Partnership Instrument.
Remarks:
There must be a minimum period of 30 calendar days between the publication
of this contract forecast and the publication of the corresponding
procurement notice.
