Procurement of Creation of Real Estate Cadastre Digital Index Map(CRECDIM)

1.         ThisInvitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, dated 05 March, 2007.

2.         The Government of Azerbaijan has received a loan from the International Bank forReconstruction and Development toward the cost of Real Estate Registration Project and intends to apply part of the funds to cover eligible payments under the Contract for Procurement of Creation of Real Estate CadastreDigital Index Map (CRECDIM) ICB No: RERP/TS/CRECDIM/06/010.

3.         TheProject Management Unit now invites sealed bids from eligible and qualified bidders for:

·          12pt"># Development of land cadastre data (parcel boundaries) and Digital Real Estate Cadastre Mapdatabase;

·          12pt"># Preparation of land cadastre data (parcel boundaries) and digital real estate cadastre mapsincluding  additional maps  for the contractarea

The aim of work is setting up theDigital Real Estate Cadastre Maps and Land Cadastre data (parcel boundaries) for real estate registration.

4.         Biddingwill be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders fromEligible Source Countries as defined in the Guidelines.

5.        Interested eligible bidders may obtain further information from Project Management Unit, Real Estate Registration Project, Mrs.Nigar Hasanova-Procurement Specialist, n.hasanova@dedrx.gov.az and inspect the Bidding Documents at the address given below from 9:00 am to18:00pm.  

6.         A margin of preference for certaintechnical service manufactured domestically shall not be applied. Additionaldetails are provided in the Bidding Documents. 

7.         Acomplete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application tothe address below and upon payment of a non refundable fee 200 AZN or in 250USD. The method of payment will be banktransfer. The bank details are as follows:

The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for localdelivery

8.         Bids mustbe delivered to the address below at or before 11:00 am, August 13,2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the tender commission andbidders' representatives who choose to attendin person at the address below at 11:00 am, August 13, 2010.  All bids must be accompanied by aBid Security of 200 000 USD of an equivalent amount in a freely convertiblecurrency.
