Nature of Activities, geographical area and project duration (a) Nature of Activities The overall objective of this project is to support the development and improvement of waste management system for efficient waste management, and to assist the Ministry of Environment and Natural Resources (MEPNR) in improving the environmental conditions in Georgia. The project purpose is improvement of the MEPNR’s efficiency in solid and hazardous waste management, enhanced execution of its functions in waste and hazardous waste management (HWM), and making progress in meeting Georgia’s international obligations. It is envisaged to achieve the following mandatory results: 1. Strengthened Beneficiary’s (MEPNR) administrative capacities in terms of improved and upgraded institutional structure for SWM and HWM, strategic planning, enhanced internal and external communication: 1.1 Carried out Functional Review Analysis with recommendations on mandate, functions, responsibilities for MEPNR’s departments, services and divisions dealing with WM 1.2 Developed and implemented action plan for structural adjustments for Division of Waste & Chemicals Management 1.3 Prepared long, mid and short-term plans by the DWCM of the MEPNR 1.4 Elaborated procedures for regular information exchange on waste issues at horizontal and vertical levels of the MEPNR 1.5 Established and operational ISC and AGs 2. Improved MEPNR’s and key stakeholders’ capacities in SW & HWM: 2.1 Developed and implemented capacity building (CB) plan 2.2 Implemented training programs as a part of CB plan 2.3 Trained MEPNR staff dealing with WM 2.4 Trained staff from municipalities, operators, mass media and NGOs dealing with WM issues 2.5 Coached and trained MEPNR’s staff for representing Georgia in international forums and conventions 2.6 Designed and implemented awareness campaigns program and pilot projects 3. Developed framework for SW and HW management: 3.1 Developed and approved National Waste Management Strategy 3.2 Elaborated and approved Waste Management Plan 3.3 Revised and updated country’s waste inventory 3.4 Prepared and approved national classification system, waste catalogue and/or list 3.5 Developed and established basic management information system (MIS) for SW and HW 4. Improved and further developed legal framework for SW and HW management in Georgia: 4.1 Reviewed existing environmental legislation framework, recommendations for its improvement 4.2 Elaborated and approved action plan for update and further development of environmental legislation on waste management and its harmonization with international (EU) standards 4.3 Recommendations on tackling the gaps in handling (transportation, storage, processing, recycling, treatment and disposal) of SW and HW 4.4 Drafted and approved key regulations envisaged by the waste framework law 4.5 Reviewed and updated national regulation ‘List of Banned or Severely Restricted Chemicals in Georgia’ under the Rotterdam convention 4.6 Impact assessment in terms of newly established legal framework for waste management system in Georgia 4.7 Established and operational LIG 4.8 Improved cooperation among the key stakeholders on legal issues related to SW and HWM (b) Geographical area: Georgia Beneficiary Institution: Ministry of Environment and Natural Resources of Georgia (c) Maximum project duration: 24 months 4. Overall amount available for this Call for Proposals 1,250,000.00 ELIGIBILITY CRITERIA 5. Eligibility: Who may apply Only Public Administration and Mandated bodies as per Twinning Manual of European Union MS may apply through European Union MS’ National Contact Points. See section “Eligibility of potential Twinning partners” of the Twinning Manual. PROVISIONAL TIMETABLE 6. Provisional notification date of results of the award process Second half of October 2010 AWARD CRITERIA 7. Award criteria Selection criteria are mentioned in the Evaluation Grid included in the Reference Manual on Twinning Projects: See Annexes C6&C8 on administrative compliance and eligibility grid and evaluation grid twinning selections. APPLICATION FORMALITIES 8. Twinning proposal and details to be provided Twinning proposals must be submitted to the EU Member States National Contact Points for Twinning following the instructions of the Twinning Manual (update 2009) which must be strictly observed (including the use of the template). National Contact Points will then select one Twinning proposal and submit it to the Contracting Authority within the deadline for applications. For each application, one copy is sent by the email of the National Contact Point. 9. Deadline for applications Deadlines for submission of Twining proposals by the National Contact Points to the Contracting Authority Delegation of the European Union to Georgia: 24th September 2010 at 16:30 (local Georgian Time) The deadline for submission of Twinning proposals by the EU member State Public Administration to the corresponding National Contact Point is decided by the latter. Any application received by the Contracting Authority after this deadline will not be considered. 10.
