3. Nature of Activities, geographical area and project duration

(a) Nature of Activities
The overall objective of the project is to implement internationally recognised best practices in the sector with the aim of preparation for wider international agreements concerning free movement of goods.
The Project's purpose is to upgrade metrology and standardisation sectors through (1) transposition of the relevant EU legislation, (2) implementation of quality management systems, (3) achieving international recognition of calibration and measurement capabilities, (4) increasing awareness among economic operators in the course of preparation for Deep and Comprehensive Free Trade Agreement.
Five mandatory results have been identified for the twinning project, which are grouped in two main headings as follows:
Results relating to the legal approximation conforming with the model employed in the organisation of the EU’s internal market:
1. Two New and Old Approach EU directives in legal metrology field transposed,
Results relating to the infrastructure capacity building implementation and improving quality management system:
2. Internationally recognised quality management system for GEOSTM in place;
3. Relevant conformity assessment infrastructure for measuring instruments directive in place;
4. Good knowledge by conformity assessment operators about the roles and obligations under New Approach principles achieved; knowledge on CE marking and other relevant markings disseminated.
5. In standardization field a fully operational WTO TBT enquiry point available and relevant harmonized standards and documents identified, translated and adopted.

ELIGIBILITY CRITERIA

5. Eligibility: Who may apply
Only Public Administration and Mandated bodies as per Twinning Manual of European Union
MS may apply through European Union MS’ National Contact Points.
See section “Eligibility of potential Twinning partners” of the Twinning Manual.

7. Award criteria
Selection criteria are mentioned in the Evaluation Grid included in the Reference Manual on Twinning Projects: See Annexes C6&C8 on administrative compliance and eligibility grid and evaluation grid twinning selections.

APPLICATION FORMALITIES

8. Twinning proposal and details to be provided
Twinning proposals must be submitted to the EU Member States National Contact Points for Twinning following the instructions of the Twinning Manual (update 2009) which must be strictly observed (including the use of the template).

National Contact Points will then select one Twinning proposal and submit it to the Contracting Authority within the deadline for applications.
For each application, one copy is sent by the email of the National Contact Point.

9. Deadline for applications
Deadlines for submission of Twining proposals by the National Contact Points to the Contracting Authority Delegation of the European Union to Georgia: 24th September 2010 at 16:30 (local Georgian Time)

The deadline for submission of Twinning proposals by the EU member State Public Administration to the corresponding National Contact Point is decided by the latter.
Any application received by the Contracting Authority after this deadline will not be considered.
