Eligibility of Bidders:   Bidding is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:
• The offered system MUST be already in use in at least three different countries in national tax administrations comparable in size and kind as well as number of taxes administered to the Mongolian Tax Administration. Executed systems should be a COTS solution and fully web based. Reference to the past clients must be included in the bid. “Similar” means that the Tax Administration already using the System MUST have a comparable number of:
- Taxpayers (i.e. no less than 1,000,000 individuals and 150,000 corporations), and
- Be able to support different types of taxes, i.e. twenty five (25).
• The Bidder MUST have been in operation for at least the five (5) years preceding the Bid Opening date.
• The Bidder’s average annual revenue during the three (3) years preceding the Bid Opening date MUST be not less than USD 15,000,000 (fifteen million US dollars) or equivalent. Bidder must submit financial reports for the last three years certified by authorized auditors and supported by copies of tax return

Supply, Customization, Installation, Commissioning and Support of Tax Administration Information System

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 677 of April 30, 2006.
2. The Government of Mongolia has received a grant from the International Development Association toward the cost of Governance Assistance Project, and it intends to apply part of the proceeds of this grant to payments under the agreement(s) resulting from this IFB: Supply, Customization, Installation, Commissioning and Support of a Tax Administration Information System (TAIS).
3. The Mongolian General Department of Taxation (GDT) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the supply, customization, installation and technical support of a web-based Commercial Off- The- Shelf System (COTS) that would support seven (7) functional areas: (i) Taxpayer Registration; (ii) Tax Returns Processing; iii) Payment Processing, Accounting and Tax Refunds; (iv) Tax Collection and Debt Management; (v) Filing and Payment Compliance; (vi) e-Tax; and (vii) Taxpayer Audit. TAIS also includes the preparation of related documentation, training and assistance with data migration from the current Oracle-based systems. The selected Bidder MUST deploy the System at two pilot offices, both located in Ulaanbaatar, while the Purchaser will deploy the System at other 30 MTA offices located throughout Mongolia. The selected Bidder MUST also provide the technical specifications and requirements for all the hardware required for the customization work.
4. Although the selected Bidder will be contracted to provide the whole system as described in point 3 above and, in greater detail, in the Bidding Document Section VI, GDT will procure the TAIS in stages due to budget constraints. Regardless of the purchase of the TAIS in stages, bidders must provide specific descriptions and individual pricing for each above mentioned functional area. At the initial stage, the GDT expects that the system should cover the provision of support at least below five (5) core functional areas: (i) Taxpayer Registration; (ii) Tax Returns Processing; (iii) Payment Processing, Accounting and Tax Refunds; (iv) Tax Collection and Debt Management and (v) Filing and Payment Compliance. However, Bidders MUST quote each of the seven functional areas with corresponding services (such as customization, related documentation and training activities, etc.) separately. And for the evaluation purpose, all these seven functional areas are subjected for determination of the lowest evaluated bid.
5. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

Interested eligible Bidders may obtain further information from General Department of Taxation of Mongolia through the Project Coordination Unit of the Governance Assistance Project and inspect the bidding documents at the address given in point 10 below from 9:00 AM till 5:00 PM local Ulaanbaatar time.
6. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address described in point 10 below and upon payment of a nonrefundable fee of USD 300. The method of payment will be in direct deposit to the Bank Account: Governance Assistance Project Operating Account # 499106587 at the Trade and Development Bank of Mongolia, Swift Code: TDBMMNUB. The document will be sent by a courier. A pre-bid meeting which potential bidders may attend will be held on August 9, 2010 at 10:00 AM (local Ulaanbaatar time) in the meeting room # 102, General Department of Taxation of Mongolia, 210646 Jigjidjavyn Street 6, Chingeltei district, Ulaanbaatar, Mongolia.
7. Bids MUST be delivered to the address below: Ms. G. Oyungerel, World Bank Governance Assistance Project Manager, Room # 304, Peace Building 8/5, Sukhbaatar Street, 4th khoroo, Chingeltei district, Ulaanbaatar, Mongolia at or before September 20, 2010, 11:00 hours AM, local Ulaanbaatar time. Electronic bidding and electronic submission of bids will not be permitted and accepted. All bids MUST be accompanied by a bid security of not less than two (2) percent of the Bidder’s total bid price. Late bids will be rejected. Bids will be opened immediately thereafter bid submission deadline in the presence of the Bidders’ representatives who choose to attend at the address below: Room # 304, Peace Building 8/5, Sukhbaatar Street, 4th khoroo, Chingeltei district, Ulaanbaatar, Mongolia at September 20, 2010, 11:00 hours AM, Local Ulaanbaatar time.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
