DESCRIPTION OF REQUIREMENTS

The fund is presently seeking qualified firms to provide services in the following area:

Assist the Investment Management Division (“IMD”) of the UNJSPF with the implementation of an Accounting / Reconciliation System (“A and R System”). This system will provide complete functionality in terms of interfacing with custodian bank(s), portfolio accounting, and reconciliation with custodian bank(s). While we expect a modicum of installation support from the vendor of this system, we are seeking additional implementation support from a company that possesses extensive experience with such services in the asset management space.

The respective Request for Proposal (“RFP”) will seek to define the objectives and requirements for such a firm to assist the UNJSPF/IMD with a full‐scale implementation of an industry leading Accounting /Reconciliation System, as well as providing guidance as to the other systems involved.

OBJECTIVES

• Implement and integrate the A and R System into our current IT infrastructure.
• Establish links and connectivity with our current Trade Order Management System – Charles River Investment Management System (“CRIMS”).
• Establish new links and connectivity with our custodian bank. This connectivity is currently based upon the SWIFT Alliance Network as well as secure FTP.
- The SWIFT MT messages will be generated and managed from the A and R System.
• Perform extensive testing of aforementioned connectivity.
• Ensure that all data flow is done with as much automation as possible. The objective is to achieve StraightThroughProcessing (“STP”) amongst all systems.
• Perform both technical and nontechnical training for the UNJSPF/IMD staff.


REQUIREMENTS:

• The selected A and R System will run on a UNIX (Sun Solaris) platform and will have an Oracle 10g database. The selected integration firm must possess considerable expertise with both of these systems/technologies.

• Extensive knowledge and experience with SWIFT MT messages and the SWIFT Alliance network.

• Extensive knowledge and experience with International Public Sector Accounting Standards (“IPSAS”) as well as with international accounting standards.

• Extensive experience with implementing daily reconciliation – positions, trades and cash – between an accounting system and a custodian bank(s).

•Extensive experience with both equity and fixed income asset classes.

• Strong knowledge of STP concepts across multiple systems.

• Should possess extensive experience with alternative asset classes such as real estate, hedge funds, private equity, infrastructure, timber & agriculture, etc. Proposed Data Flow (See Included Diagram):

• Position, transaction and cash data will flow from the custodian into a staging database.This data flow shall be one-way.

• From the staging database, this position, transaction and cash data shall flow into the reconciliation component of the A and R System. At present we are not certain whether this component will be a separate database or simply a set of tables within the A and R System.

• The reconciliation component of A and R System will capture position, cash and transaction data from both the custodian bank and the accounting system component and will then reconcile the two data sets.

• Once the position, transaction and cash data from the custodian and the A and R System are within the reconciliation component, the system shall perform matching of the data sets and reconcile them accordingly. The clean, reconciled data shall then flow back nto the core of the A and R System.

• Trade data from our TOMS (CRIMS) will flow into the A and R System. This trade data flow should be fully automated and hus be part of the overall STP objective.

• Trade and settlement details shall flow to our custodian bank via SWIFT. This also should be fully automated and thus be part of he overall STP objective
