LAO PEOPLE'S DEMOCRATIC REPUBLIC

Additional Financing for Second Education Development Project (EDPII AF)
IDA Grant No.H541-LA

The Government of Lao People’s Democratic Republic has received a Grant for financing in the amount of US$ 15,500,000 equivalent from the International Development Association toward the cost of the Additional Financing for Second Education Development Project, and it intends to apply part of the proceeds to payments for goods and work; and consulting services to be procured under this project.

The objective of the Project is to assist “Primary Enrollment and Completion increased in the nineteen poorest districts in the six poorest provinces, quality improved, and capacities strengthened to develop policies and strategies to monitor and manage primary education. The project is expected to be completed in a three-year period from May 2010 through August 2013.
The Project consists of the following components:

Component A - Increase access and completion in the poorest districts:

The core activity of the project is to enhance the quality of provision of educational services in the targeted high poverty districts through a package of interventions directed at rural communities. The package includes the setting up and provision of training to members of Village Education Development Committees (VEDC) and transfer of financial resources for Community-Based Construction (CBC) of a school that meets established safety and other construction standards; the provision of a small community grant (approximately USD 360 per school) for purchase of educational material and the provision of training to teachers in the multi-grade teaching methodology used in the schools. These implementation arrangements involve the strengthening of the Provincial Education Service (PES) and District Education Bureau (DEB) – the same implementation arrangements would continue to be used with the proposed additional financing.

Component B - Improve the quality of primary education:

AF does not require provision financing for what had originally been in the Component B.

Component C - Strengthen capacities for policy analysis and management, including project Management:

Under the proposed AF the activities would be modified to represent the next phase of implementation of the policy reforms – the policy analysis division, the educational statistics division and the educational research support network of National University of Laos (NUOL) would be supported to implement the Education Sector Development Framework (ESDF) and Project Management activities would be modified to help the MOE move in a systematic and phased manner towards an implementation of a SWAp.

Procurement of goods and works financed by IDA funds will be will be conducted through the procedure specified in the IDA’s “Guidelines: Procurement under IDRD Loans and IDA Credits dated May 2004, revised October 2006; and procurement of consultant services financed in whole or in part by IDA funds will be carried out in accordance with IDA’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004, revised October, 2006.

Specific Procurement Notices for Goods and Work and large-value consultants’ contracts will be announced, as they become available, in UN Development Business, dg Market, and national newspaper.
