The Republic of Yemen has received financing in the amount of US$ 13 million equivalent from the World Bank toward the cost of the Higher Education Quality Improvement Project, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

The Project Development Objective (PDO) is to create the enabling conditions for the enhancement of the quality of university programs and graduate employability.

The Project is organized into four components: (i) Quality Improvement for University Programs; (ii) Quality Assurance; (iii) Institutional Capacity Development; and (iv) Monitoring and Evaluation and Project Management.

The first component supports undergraduate programs to prepare graduates in identified priority fields contributing to national or regional economic priorities, and the needs of private and public sector employers. This entails technical support to universities that may tentatively include: New curricula or upgrade existing curricula; Fellowships and internships; Visiting scholars to assist with program development; Institutional twinning or partnership arrangements; Instructional equipment; Scientific journals and books; International consultants; Staff training; Consumable materials for program delivery; and Minor laboratory or workshop upgrade.

The other components will be supported mostly through individual consultants.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket, and in local newspapers.
