SPECIFICPROCUREMENT NOTICE

 

Invitation forBids (IFB)

REPUBLIC OF ARMENIA

Municipal Water andWastewater Project, additional financing

Credit No. 4514-AM

Improvement of the Water Supply and Wastewater Removal Systems ofHrazdan town,

ICB No. MWWP II-C2.13/1-05 (2 lots)

 

1.                  The Republic of Armenia has received a credit from the InternationalDevelopment Association toward the cost of Municipal Water and Wastewater Project,additional financing and it intends to apply part of the proceeds of this credit to payments under the Contract for Improvement of the Water Supply and Wastewater RemovalSystems of Hrazdan town (2 lots), ICB  MWWP II-C2.13/1-05 (2 lots)

 

2.        The Armenia Water and SewerageCJSC (AWSC) now invites sealed bids from eligible and qualified bidders for:

 

Lot-1: Improvement of the Water Supply and Wastewater Removal Systems  "North" area of Hrazdan town, MWWP II-C2.13/1-05/1.

 

The works should include: a) Supply and installation 61.5 km of waterdistribution mains in sizesDN20-300 made of PE (61.0 km) and steel (0.5 km ) including fittings, valves and chambers; b) Supply and installation of 1.2 km ofwater pumping main of steel pipes in size 300mm; c) Installation of 1190 chambers for customer water meters; d) Supply andinstallation of 2 pumps each with capacity of 200m3/hour at a head of 64m; e) Supply and installation of 260 m of sewer pipes insize 200mm made of PVC.

 

Lot-2:Improvement of the Water Supply and Wastewater Removal Systems"South" area of Hrazdan town, MWWP II-C2.13/1-05/2.

 

The works should include: a)Supplyand installation of 63 km of waterdistribution main in sizes DN 20-300 made of PE including fittings, valves and valve chambers;b)Supply and installation of 1.7 km  of water pumping main  of steel pipes in size 300mm; c)Installation of 1744 chambers for customer water meters; d)Rehabilitation of a 400m3balancing storage tank; e) Construction of a 57 meter long suspension passage over Hrazdan river.

2.                  Bidders may bid for one or more lots under thisinvitation. Each lot shall be evaluated and contract awarded separately to the firm offering the lowest evaluated total price foreach lot.

The construction period is 

Lot-1: 410 calendar days.

Lot-2: 410 calendar days.

 

4.        Bidding will be conducted through the International  Competitive Bidding (ICB) proceduresspecified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, Revised 1 October 2006), and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

 

5.         Interested eligible bidders may obtain further information from Armenia Water and Sewerage CJSC (AWSC IPCDDirector, Investment Programs Coordination Department, 8 Vardanants Blind Alley, 0010, Yerevan, RA, floor 3, room No. 1) andinspect the Bidding Documents at the address given below from 9:00am to 5:00 pm on workingdays.

 

6.         Qualifications requirements include:

 

Lot-1:

- Minimum average annual construction turnover of US$5,9million  calculated as total certified payments received for contracts in progress or completed, within the last five years(2005-2009);

- Participation as contractor, management contractor, or subcontractor,in at least  one(1) contract within the last  five  (5 ) years , witha value of at least 2,700,000US$ (two millions seven hundredthousand US dollars)

 -Non-performance of a contract did not occurwithin the last three (3) years  prior to the deadline for applicationsubmission,.

-The minimum amount of liquid assets and/or credit lines of thesuccessful Bidder shall be: US$1,0 million.

- Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five(5)(2005-2009) years prior to the applications submission deadline, and with activity inat least nine (9) months in eachyear.  

 

 Lot-2:

- Minimum average annual construction turnover of US$ 4,5million  calculated as total certified payments received for contracts in progress or completed, within the last five years(2005-2009);

- Participation as contractor, management contractor, orsubcontractor, in at least one (1) contract within the last  five (5 ) years ,  with a value of at least :2,000,000US$(two million dollars)

-Non-performance of a contract did not occur within the lastthree (3) years prior to the deadline for application submission,

-The minimum amount of liquid assets and/or credit lines of thesuccessful Bidder shall be: US$800,000.

- Experience under contracts in the role of contractor,subcontractor, or management contractor for at least the last five (5)(2005-2009) years prior to the applications submissiondeadline, and with activity in at least nine (9) months in each year.

7.         A completeset of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to theaddress below and upon payment of a non refundable fee US$100.00 or 37,000.00  ArmenianDrams. The method of payment will be direct deposit to Armenia Water and Sewerage CJSC's specified accountnumbers:

8.         Bids must be delivered to theaddress below at or before 03August, 2010, 15:00 hours local time. Electronic bidding shall notbe permitted. Late bids willbe rejected.  Bids will be opened physically in the presence of the bidders' representativeswho choose to attend in person at the address below at 03 August, 2010, 15:00  hourslocal time.
