Procurement Notice
The Egyptian Electricity Holding Company (EEHC) has requested the
participation from the European Investment Bank (herein after referred to
as the EIB) to finance the Combustion Turbine Generators Package for Giza
North 1500 MW Combined Cycle Power Project which will consist of four 250
MW Combustion Turbine Generators, four Heat Recovery Steam Generators, and
two 250 MW Steam Turbine Generators and Condensers.
Cairo Electricity Production Company (CEPC), a wholly owned subsidiary of
the Egyptian Electricity Holding Company (EEHC), is inviting International
Manufacturers to submit Bids for the Combustion Turbine Generators
Package. The scope of work includes, but is not limited to, design,
fabricate, deliver, transport to the Site, unload, store, erect, test,
start-up, commission and maintain until issuance of Taking Over and
Acceptance Certificate of 4 x 250 MW Combustion Turbine Generators, and
auxiliaries including all related mechanical and electrical works
necessary for placing a complete operational system for Giza North 1500 MW
Combined Cycle Power Project.
Responsive Tenderers will be selected on the basis of: compliance with the
schedule, terms and conditions as well as the technical specifications;
acceptable past experience including past experience of subcontractors;
financial capability; adequacy of proposed manpower and construction
equipment; compliance with minimum power output stated in the Tender
Document; safety and health history and overall maintenance cost for the
equipment.
Owner is not obliged to award the contract to the Tenderer that gave the
lowest price, but it will take into consideration as evaluation criteria
during the comparison: the offered prices including pricing for spare
parts, technical guarantees (power output, heat rate and exhaust energy),
compliance with the schedule, terms and conditions as well as the
technical specifications, and any other factors that may affect the final
cost of the project subject of this call for Tenders.
The Combustion Turbine Generators Reliability Run Test for Giza North 1500
MW Combined Cycle Power Project shall be completed by March, April, May
and June 2013 for the four Units respectively.
The Tender Document for the above Package will be available at CEPC's
offices on June 13, 2010. Tenderers may receive the Tender Document by
submitting an application, in one original and two copies, accompanied by
a payment receipt of US\$ 5 000 from Suez Canal Bank, Garden City Branch
(Account No.20117/1) at the address shown below:

The Tender must be submitted by September 5, 2010 in two Envelopes.
Envelope A must contain all the required information, except the schedules
of Quantities and Prices, and must be accompanied by a Tender Security in
an acceptable form equal to 6 000 000 US\$. Envelope B must include the
schedules of Quantities and Prices.
Only Envelope A of Tenders will be opened on the same day at 12:00 hours
(Egypt local time), in the presence of Tenderers' representatives who
choose to attend, at the Headquarters of CEPC at the address shown above.
Tenderers whose Tenders have been determined to be substantially
responsive shall be informed of the opening date for Envelopes B.
EEHC wishes to advise potential Bidders that it will be Tendering
concurrently with this Tender the CTG units for Banha Power Station. For
specific details see separate Procurement Notice.
