GENERAL PROCUREMENT NOTICE
REPUBLIC OF THE PHILIPPINES
JUDICIAL REFORM SUPPORT PROJECT
Loan No. 71910-PH/P066076

The International Bank for Reconstruction and Development (IBRD) has approved a loan in the amount of US$21.9 Million equivalent towards the cost of the Judicial Reform Support Project (JRSP) of the Government of the Philippines, and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this Project. The Project will include the following components:

Component A: Improving Case Adjudication and Access to Justice

Improvement in case settlement and access to justice mechanisms are expected to address the problem of delay in the delivery of justice and associated limitations on access. This component is proposed to improve court efficiency through modern case management techniques, planning and tools. It also aims to fill information gaps regarding access to justice and test mobile courts which empower citizens and strengthen access to justice, especially for the poor and vulnerable.

This component will finance the contracts for the consultant services, design and acquisition of software, training needed to operate the new systems, procurement of two mobile courts and relevant ICT equipment.

Project Component B: Enhancing Institutional Integrity

This component is projected to result in the judiciary adopting a comprehensive and synchronized approach to strengthening the integrity infrastructure of the judicial system. This approach will involve gender-sensitive institutional and procedural reforms, civil society education and information, and private sector and inter -agency collaboration.

This component will finance the contracts for consultant services, design and acquisition of appropriate software and related training.

Project Component C: Strengthening the Institutional Capacity of the Judiciary

This component would strengthen the institutional capacity of the Supreme Court to manage the higher and lower courts by setting up an operational structure and making the investments necessary to upgrade the management and technology systems and physical facilities that are essential to the judiciary's ability to carry out its services. A key aspect of this component will be the undertaking of initiatives that support the. decentralization of certain administrative functions. By empowering the lower courts in pilot locations to assume administrative and operational responsibilities within their jurisdiction, it is expected that the performance of the courts and the delivery of services will be significantly enhanced.

This component will finance the contracts for the design and acquisition of software, training and services, consultant services for the detailed engineering design, construction supervision and management, civil works and procurement of facilities and equipment.

Project Component D: Ensuring Stakeholder Support for Reform and Strengthening the Program Management Office

This component will assist in developing support for the reform process, ensure that judges and other stakeholders are able to participate in the development of modernization ideas, and implement key reform activities. It will also provide assistance to the Program Management Office (PMO) in facilitating and coordinating the APJR and the Project.

This component will finance the contracts for consultant services, training and procurement of relevant equipment.

Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999, and May 2002).

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for large-value consultants' contracts will be announced, as they become available, in Development Business and in local newspapers.
