Eligibility of Bidders:   Bidders may submit bids if none of the following reasons applies:

• participation of a Bidder is ruled out by sanctions issued by the UN Security Council;
• failure to submit a declaration of undertaking;
• the Bidder is legally barred from the procurement process in the country of the contracting agency on the grounds of previous vio-lations of regulations on fraud and corruption;
• the Bidders or Subcontractors to be contracted for considerable portions of the contract are enterprises economically intertwined with the contracting agency in the host country and/or state-controlled enterprises that are not legally or financially independ-ent.

Bidders should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates

(a) that has provided consulting services related to the facilities to either the Employer or the Borrower during the preparatory stages of the Project of which the facilities form a part, or
(b) that has been hired (or is proposed to be hired) by the Em-ployer or Borrower as Project Manager for the contract.

Government-owned enterprises in the Borrower's country may only participate on their own or as members of a joint venture if they are legally and financially autonomous, operate under commercial law, and are not dependent agencies of the Borrower or Sub-Borrower.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by KfW

Project description The existing Thermal Power Plant at Darkhan is a coal-fired steam power plant, used for supplying electricity, process steam and heat to surrounding industrial consumers and to the city of Dark-han.

The existing plant consists of the following installations:

• 9 steam generators with a capacity of 75 t/h at 440ºC and 39 bar a each,
• 4 extraction condensing turbines with a capacity of 12 MWel each. For the new project, 2 (two) of the existing turbines will be taken out of service.
• Auxiliary and ancillary plant associated with the above.

The installed equipment of DTPP is of Russian origin constructed and installed between 1963 and 1965. In 1986, three (3) additional steam generators (boilers) were added. Three (3) steam generators (boilers) and one steam turbine were extensively rehabilitated between 1993 and 1995.

The goal of this project is to install one new steam turbine (35 MW) with all associated electro-mechanical equipment and thus increase and improve the reliability and availability of the DTPP.
