Individual service contract forecast
1. Publication reference:

22.02.02 transition and institution building assistance to potential
candidate countries.
5. Contracting authority:
The European Union, represented by the European Commission, itself
represented in view of the present tender procedure by the Delegation of
the European Union to Albania, for and on behalf of the Government of
Albania, Tirana, ALBANIA.
6. Nature of contract:
Fee-based.
7. Contract description:
The purpose of the contract is to:
— continue with the provision of technical assistance to the Albanian
administration that already started in January 2009 in order to finish its
preparation to manage, on a decentralised basis, the EU funds under the
Instrument for Pre-Accession Assistance (IPA) component I (technical
assistance and institution building),
— provide technical assistance to the Albanian administration in order to
prepare it to manage, on a decentralised basis, the EU funds under IPA for
components: II — cross-border cooperation; III — regional development; IV
— human resources development; V — rural development.
The main beneficiary institutions of this project are: Central Finance and
Contracting Unit (CFCU), National Authorising Officer (NAO) and National
Fund (NF). All abovementioned institutions are located within the Ministry
of Finance. The beneficiaries of this project are also senior programme
officers (SPOs) located in line ministries which will become responsible
in the future for decentralised management of the EU funds.

1 250 000 EUR.

Council Regulation (EC) No 1085/2006 of 17.7.2006 establishing an
Instrument for Pre-Accession Assistance (IPA) — OJ L 210 of 31.7.2006.

procurement notice.
