This procurement will be conducted as total Service Disabled Veteran-Owned Small Business using NAICS Code 541690 (size standard: is $7.0 M). If this is an electronic and Information Technology (IT) item, it must meet all or part of the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194; in other words, it must be Section 508 compliant. Background: The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), requires Contractor support for its Health Information Technology (HIT) Subject Discovery Test Tool. The contract is to support NIST in adapting the NIST conformance test tool for subject discovery queries and responses into the NHIN testing environment hosted by DHHS. In support of this contract, the Contractor shall adapt the NIST Subject Discovery Test Tool and shall adapt the Test Tool such that it can be integrated into the NHIN architecture and test environment hosted by DHHS and assist NIST with the integration. Scope of Acquisition: This pre-solicitation notice is for non-commercial services in the area of Health Information Technology. NIST intends to solicit this acquisition under the procedures set forth in Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The period of performance is anticipated to be less than one year. The Government intends to award a Firm-Fixed Price Contract for this requirement. Pre-solicitation conference: The Government will hold a pre-solicitation conference for this Acquisition. The pre-solicitation conference will be held by call in only.
