Evaluation of the Genomics R&D Initiative

The Contractor will undertake an evaluation of the Genomics R&D Initiative (GRDI). The evaluation will occur in order to:
 assess the relevance and performance of the Initiative (according to the Treasury Board Policy on Evaluation’s core evaluation issues) and in accordance with the program’s expected outcomes; and
 make available evaluation results prior to the proposed renewal of the Initiative (funding for the Initiative will expire in March 2011).

A maximum of $135,000 (excluding GST) has been budgeted for this contract. These costs are to include consultant fees and other expenses, including travel. All costs are to be incurred by January 31, 2011. Proposals exceeding this cost will not be considered.

Mandatory requirements are evaluated on a simple pass or fail basis. Failure by bidders to meet any of the mandatory requirements will render the bidder’s proposal non-responsive.

Mandatory Requirements

(1) Language At least one of the proposed team members must demonstrate that they are fluently bilingual (i.e., able to facilitate a group session effectively in English and French). Yes/No

(2) Experience in conducting the evaluation of horizontal or multi department initiatives/programs The proposal must clearly demonstrate that the firm has completed work involving the review or evaluation of horizontal or multi-department initiatives/programs. Two projects must be identified and have been conducted in the last five (5) years. The cited project(s) must include at least one member from the proposed team. Yes/No

(3) Security clearance Project team members must have valid government security clearances at the "Secret" level prior to submitting their proposal. The security clearance number and department that issued security clearance for each project team member should be contained in the proposal. Requirements regarding security clearances also apply to any sub-contractor proposed. Yes/No

(4) Length of Proposal The Technical and Management Proposal, excluding appendices, must not exceed 25 pages in length. Yes/No
