The Government of Albania has received financing in the amount of US$ 370,000 equivalent from the World Bank’s Institutional Development Fund toward the cost of the Strengthening Aarhus Convention Implementation Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

Project Objectives and Description. The objective of the Project is to strengthen the Recipient’s and civil societies’ capacities to implement the Aarhus convention “On Access to Information, Public Participation in Decision Making and Access to Justice In Environmental Matters” (“AaC”). The project consists of the following parts:
Part A: Strengthening Institutional Capacity and Legal Framework
Provision of technical assistance in strengthening the Recipient’s institutional capacity and legal framework by: (i) assessing the current legal framework and institutional capacity for implementation and performance of the main and regional AaC centers, including their training requirements; (ii) preparing guidelines and procedures on environmental information, public involvement and consultations and exertion of rights in administrative and judicial courts; (iii) updating the Recipient’s Strategy and Action Plan (Strategy and Action Plan) for Implementation of Aarhus Convention in Albania, 2005) on the implementation of AaC requirements; and (iv) establishing a network for the regional environmental agencies.
Part B: Dissemination of Knowledge, Training and Information
Provision of goods, technical assistance and training in disseminating knowledge, training and information about AaC in Albania by: (i) launching information campaign, developing training materials and conducting training programs to remedy the lack of public understanding and raise awareness of the pillars of AaC; (ii) upgrading AaC website and links with on-line database; and (iii) publication of manuals on guidelines and procedures on provisions of environmental information, involvement of public in consultations, and submission of claims.
Part C: Increasing Transparency and Accountability
Provision of goods, technical assistance and training in engaging civil society organizations with environment – related planning processes of the Recipient through a systematic monitoring of guidelines and requirements set forth in the Aarhus convention as well as through public forums where findings will be shared and disseminated towards wider audiences.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (Revised October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Revised October 2006).
Specific procurement notices for different packages will be announced in the UN Development Business, DG Market, and in the webpage of the Ministry of Environment, Forests and Water Administration (www.moe.gov.al), in the webpage of Aarhus Information Centre (www.aic.al ) and in the webpage of Regional Environmental Centre in Albania (www.albania.rec.org) and interested consultants who wish to receive a copy of the advertisement requesting expressions of interest should submit their Expression of Interest (EoI).
