INVITATION FOR BIDS

Mongolia
Rural Education and Development Project (H-373)
Supply of netbooks for 3-5th grade students of rural primary schools
ICB No.03

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, of December 15, 2005.

2. Mongolia has received a small grant from the IDA for the government of Mongolia, and it intends to apply part of the proceeds of this grant to payments under the Contract for No.03.

3. The Ministry of Education, Culture and Science of Mongolia now invites sealed bids from eligible and qualified bidders for supply of 2000 pieces of netbooks for 3-5th grade students of rural primary schools to pilot use of children’s book digital library in primary learning and teaching. Each primary student of targeted rural schools will be given a chance to own a netbook for their use in learning. The Ministry will be in charge of purchasing laptops, installing digital libraries into laptops, delivering to rural schools and providing training on how to use the laptops into their learning process.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Rural Education and Development Project Implementation Unit; read@magicnet.mn and inspect the Bidding Documents at the address given below from 09:00 -12:30 AM and 2:30-5:00 PM (Ulaanbaatar time), Monday-Friday.

6. Qualifications requirements include:
a) Bidders must provide evidence of having executed at least one contract of similar or larger magnitude within the period of last five years. The evidence shall include:
- Name and address of Purchaser with email address/phone No
- Contract no and date.
- Equipments/items ordered/supplied with their respective quantities.
- Scheduled delivery date and actual delivery date.
- Details of Complaint, if any, received from the purchaser about the performance of the Equipments/items.
b) Bidders provide evidence that average annual sales income of last three years are equivalent to US$ 1 million or more.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee USD100.00 through wire transfer of direct deposit to USD account 3000001508 CAPITRON BANK, Ulaanbaatar, Mongolia (SWIFT: CPITMNUB). Beneficiary’s name: World Bank, Rural Education and Development Project (READ Project).
The document will be sent by courier for overseas delivery and in this case additional USD80.00 should be deposited to the above account. No liability will be accepted for loss or late delivery.

8. Bids must be delivered to the address below 15:00 PM on August 25, 2010. Electronic bidding will not be permitted. All Bids must be accompanied by a Bid Security of USD 8000. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 15:00 PM on August 25, 2010.
