REQUEST FOR EXPRESSIONS OF INTEREST

1. This request for expressions of interest follows the General Procurement Notice for the project that appeared in UN Development Business Journal of June 2007.

2. The Government of the Republic of The Gambia has received a grant from the African Development Fund (ADF) in the amount of UA 8.00 million towards the cost of the Entrepreneurship Promotion and Micro Finance Development Project (EPMDP), and intends to apply part of the proceeds of the grant to cover eligible payments under the contract for the recruitment of a Consultant for the transformation of the Gambia Social Development Fund (SDF) into a Fiduciary Financial Institution (FFI) for poverty-focused financial and social services delivery (credit and grant funds) on behalf of the Government of the Gambia, the private sector and other agencies under the project.

3. The services include:
- A comprehensive report on the transformation of the Social Development Fund into a Fiduciary Financial Institutions for micro finance delivery on behalf of the Government, the private sector and other agencies.
- Elaboration of financial and human resources requirement for the transformation.
- Elaboration of key institutional and policy instruments for the FFI
- Business and implementation Plans for the FFI

4. The SDF through the Entrepreneurship Promotion & Micro Finance Development Project (EPMDP), now invites eligible consulting firms to indicate their interest in providing the above-mentioned services. Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

5. A short list of six firms will be compiled in accordance with the procedures set out in the African Development Bank Group’s Rules and Procedures for the Use of Consultants (May 2008 Edition).

6. Written expression of interest must be delivered to the address below no later than May 27th 2010 at 12h00 GMT.
