GENERAL PROCUREMENT NOTICE

Second Ports Cities Development Project (PCDP II)

The Republic of Yemen intends to apply for financing in the amount of US$ 35 Million equivalent from the International Development Association (IDA) to implement the Second Port Cities Development Project (PCDP-II) and intends to apply the IDA Grant proceeds for the payment of works, goods and consulting services.

PCDP-II has the following components:

(i) Infrastructure Development (US$32.0 million). This component will finance provision of goods, works, and consultants’ services for: (i) Hodeidah: improvements to infrastructure at Fishing Port in Hodeidah and service delivery at Al Beida Al Shimaliya settlement; (ii) Aden: infrastructure improvements in and around four district markets; and (iii) Mukalla: expansion of the Mukalla airport passenger terminal building and improvements to the airport’s lighting system and improvements to urban at road intersections in Mukalla.

(ii) Technical Assistance and Training (US$1.5 million). This component will finance provision of goods, training and consultant services for (i) the development and implementation of asset management activities in Aden, Hodeidah, and Mukalla; (ii) development and implementation of accounting and budgeting systems for district markets in Aden.

(iii) Project Management (US$1.5 million). This component will finance provision of goods, consultants’ services, and training to the PMU to support Project coordination, implementation, monitoring and evaluation and management. It will also finance Incremental Operating Costs.

Marine Works for expanding and rehabilitating the existing Hodeidah Fishing Port - (Works)
On-shore works to improve boat landing and auction hall facilities and site improvement - (Works)
Provision of basic services in an informal settlement - (Works)
Consulting Services for Supervision of Construction of On-shore and off-shore works at the Hodeidah fishing port - (Consultants)

Mukalla City
Expansion of Mukalla International Airport’s passenger terminal building, and improvements to the airport’s lighting system - (Works)
Improvements to fifteen urban road intersections in Mukalla city - (Works)
Consulting Services for Supervision of Construction of Works at Mukalla International Airport (Consultants)
Consulting Services for Supervision of Construction of Works to improve fifteen urban road intersections - (Consultants)

Aden Governorate
Improvements in and around four district markets , namely Crater, Ma’alla, Sheikh Othman and, Mansoura Markets - (Works)
Consulting Services for Supervision of Construction of Works for improvements in and around four district markets – (Consultants)

Procurement of Works contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (dated May 2004, revised October 2006, and is open to all eligible bidders as defined in the Guidelines.
Procurement of Consultants to provide consulting services financed by the Project will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004, revised October 2006;

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in the UN Development Business and dgMarket and in local newspapers.
