The scope of consultancy services involve (i) rapid review of the detailed engineering design and verification of the tender documents, and update engineer’s cost estimates for the works as designed; (ii) evaluating the contractor’s proposal including the work plan, schedule, personnel and proposed technology; (iii) supervise construction of the road network and ancillary structures; (iv) supervise the construction of on-farm and main drainage network and related structures; (v) verification and approval of construction materials and any design drawings; (vi) work progress reporting at agreed intervals; (vii) process interim and final payments to the contractor; (viii) superintendence during the defects liability period; and (ix) prepare project completion reports. The total construction period is estimated at 36 months, which is expected to commence by December 2010.
