CFSP: implementation of Council Joint Action 2009/572/CFSP of 27.7.2009 —
European Monitoring Mission in Georgia.
4. Financing:
Budget line 190303 of the general budget of the European Union.
Contract CFSP/2008/29/EUMM Georgia — Haber between the European Commission
and the Head of the European Union Monitoring Mission in Georgia.
Tender procedure under suspension clause: this pre-information notice is
issued before the financing decision or the signature of the financing
agreement between the Commission and the recipient. The award of the
contract is subject to the conclusion of the financing agreement and
therefore, to the allocation of the corresponding funds.
5. Contracting authority:
The Head of European Monitoring Mission in Georgia (EUMM Georgia),
Tbilisi, GEORGIA.
6. Nature of contract:
Fee-based.
7. Contract description:
This contract will provide full, continuous and efficient emergency
medical services to ensure medical cover on a permanent basis (24/7) for
EUMM's staff during field operations i.e. to support each patrol with 1
fully-equipped ambulance, manned with a driver (trained in the application
of sound and solid first aid support, preferably a paramedic) and a
physician (for long patrols, mainly within safe and secure environments
within the EUMM Georgia's AOR), and to support each patrol with 1
fully-equipped physician (with trauma kit) on board of one of the EUMM's
patrol vehicles within a secure environment and/or if there are no more
ambulances with crew at its disposal.
The maximum number of ambulances is 13 out of which 10 are permanently
deployed ambulances (Mtskheta, Gori, Sachkhere and Zugdidi), 1 stand-by
ambulance in Tbilisi and 2 flexible ambulances to be used all over the
EUMM's AOR and upon requirement by the EUMM while giving 24 hours notice.
The number of physicians is 5 out of which 2 are flexible physicians to be
used all over the EUMM's AOR and upon requirement by the EUMM while giving
24 hours notice and 2 are permanently based in Zugdidi and 1 will be
permanently based in Gori.
These deployment applications as described herewith can change at short
notice and are subject to the operational requirements of the EUMM.
Therefore the service provider will have to be flexible in the
redeployment to other locations of both the permanent ambulances and the
permanent physicians.
8. Indicative budget:
2 000 000 EUR for a period of 12 months.
