DISASTER RISK MITIGATION AND ADAPTATION PROJECT
GENERAL PROCUREMENT NOTICE

The Government of Albania has received a loan in the amount of 3.8 million SDR (US$ 6,16 million equivalent) from IDA and another loan in the amount of 2 million EUR (equivalent of 3 million US Dollars) from IBRD, toward the cost of financing the project “Albania Disaster Risk Mitigation and Adaptation Project”, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.
The overall objective of the proposed “Albania Disaster Risk Mitigation and Adaptation” project is to strengthen the country’s institutions capabilities and capacities in order to make the country less vulnerable to both natural and man-made hazards and to reduce and/or mitigate the resulting economic and financial losses due to disasters.

There are 5 (five) components to the project.
• The first component is the disaster risk management and preparedness. Its objective is to support capacity building for emergency response mechanism through provision of necessary equipment, and strengthening disaster risk mitigation planning.
• The second component is the strengthening of hydro meteorological services. Its objective is to support disaster risk reduction through provision of accurate hydro meteorological forecasts and services tailored to the needs of disaster risk managers in weather-sensitive sectors.
• The third component is the development of building. Its objective is to reduce risks from seismic activities through development of improved building codes and mechanisms for introduction of improved standards.
• The fourth component is the catastrophe insurance. Its objective is providing access to private catastrophe risk insurance to households and small and medium enterprises (SMEs).
• The fifth component is the project management. Its will finance some project management costs, such as procurement and financial management consultants, monitoring and evaluation activities, and incremental operating costs of managing the project and project reporting and audits

Goods procured under this project would include a wide range of items but are not limited to: (i) specialized equipment for fire fighting such as: fire engines, hazmat equipment and Personal Protection Equipment, vehicles for emergency response unit, mobile operations centers, communication equipment, software; (ii) hydro met equipment such as: scanners, software and workstations; upgrading of existing meteorological stations to include procurement of automatic meteorological and hydrological monitoring stations, specialized stations
Consultants’ services contracts procured under this project will include but are not be limited to: training and exercise activities for first response, prepare public awareness campaign to increase people’s awareness on disaster risks, review of legislation on Civil Emergencies, feasibility Studies for Establishment of 112 System and Emergency Communications System, review of current building codes and preparation of a new code, international procurement assistance, etc.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in the local newspapers
