Forest Development and Conservation Project
GENERAL PROCUREMENT NOTICE

Credit No. IDA 3779-BOS

Bosnia and Herzegovina has received a credit from the International Development Association (IDA) in the amount of US$ 4.15 equivalent toward the cost of the Forest Development and Conservation Project, (FCDP) and it intends to apply the proceeds of this credit to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by Government of Republic of Italy. Bidding for contracts financed by the World Bank will be governed by its eligibility rules and procedures. The project will include the following components:

Component 1. Accelerating the implementation of new legal, institutional and economic frameworks
A. Improving the economic and financing framework: financial review of the forest and wood processing sector, focusing on an examination of budget structures and financial flows, for both expenditures and revenues.
B. Supporting the sector’s institutional re-organization: will support the development of staffing and business plans for the newly re-organized forest institutions, and basic office equipment, to ensure coherence between the cantonal and Federal level, as the cantons continue with their institutional re-organization and to reduce the number of State Forest Enterprises within Srpske Sume from 40 to 24.
C. Providing training to companies and recently privatized enterprises. Training to private forest enterprises will aim to introduce new management methods and technological processes so as to promote local industry and improve competitiveness on international markets.

Component 2. Strengthening of Technical Capacity for Sustainable Forest Management
This component will facilitate the implementation of economically and environmentally sound forest management at the level of Forest Management Units (FMU) in both entities. It will set up technical instruments that are critical to ensure monitoring and sustainable use of BiH’s forest endowment.
This component include two sets of activities, each of them covering both entities :
A. Development of a GIS-based Forest Management Information System (FMIS).
B. Implementation of a Bosnia-wide forest inventory.

Component 3. Promoting Biodiversity and Forest Conservation in both entities
This component will address the fact that only 0.55% of BiH’s territory is formally protected. Bosnia’s natural habitats and game resources have the potential to support a significant tourism industry and provide employment in rural areas.
A. Developing a National Biodiversity Strategy
B. Drawing up of a GIS-based proposal for developing BiH’s protected area network up to 5% of the territory in both entities
C. Setting up the standard procedures for a comprehensive consultation process that will include all stakeholders in the decision-making process towards establishment of any new protected area in BiH.


Component 4. Project implementation, Monitoring and Evaluation
Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business and in local newspaper.
