Expressions of Interest (EOI)

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business, issue no. 493 (Article ref. WB896-493/98) 31 August, 1998 and 16 October, 2002 and General Procurement Notice on 31 August, 2001 in El Gomhoria newspaper and on 1 September, 2001 in Al Ahram newspaper and on 16 October, 2002 in El Gomhoria and Al Ahram newspapers.

The Government of Egypt has received a credit from the International Development Association.(IDA) and intends to apply part of the proceeds of this credit to payments under the contract for Building Capacity of the Health Insurance Organization (Top management & Middle level)

The purpose of this EOI is to invite a Consulting Firm or Training Center firm to build capacities and capabilities of the Health Insurance Organization (HIO) through comprehensive management development programs for its Senior Managers, based on a survey of the HIO management training needs accomplished in Feb-March 2003. (Programs specified will be attached with RFP.)


The training will be expected on the following subjects:

1) Creative Thinking and Innovative Management Program.
2) Effective Leadership and Team Building Program.
3) Organization analysis and development Program.
4) Total Quality Management Program.
5) Crises Management Program.
6) Stress Management Program.
7) Negotiation skills Program.
8) Effective Management Program.
9) Project Management Program.
10) Time Management Program.
11) Staff Empowerment Program.
12) Management of Multidisciplinary teams Program.

NB: All Training programs will be conducted in both Arabic and English Training material will be both in Arabic and English languages

The Ministry of Health and Population – Health Sector reform Program - Central Administration for Technical Support and projects now invites eligible firms to indicate their interest in providing these services. Interested parties must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments especially during the last five years, and details of at least three similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants and firms may associate to enhance their collective qualifications.

The selection will be made in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999 and May 2002).

Interested parties may obtain further information from the address given below from 9:00 a.m. – 3:00 p.m. local time (Sunday – Thursday).

Expressions of Interest must be delivered to the address below within 15 days from the date of this Notice.
