Scope of Contract: The Development, Installation, Integration, Testing and Commissioning of Software for Asset and Income Declaration Information System, Component B1, Governance Assistance Project (GAP)

Independent Authority against Corruption of Mongolia (IAAC) is conducting activities to register, store, assess and oversee Asset and Income Declaration (AID) of the officials as stated in the Anti-corruption law of Mongolia. Therefore, there is a need for portal website and required software in order to create database, analyze and develop reports and other enquiries and disclose those information to public as there are 45,000 officials required to submit their AID. Currently, there is no software or informative system in use to create database for the AID. So, officials required to submit their AID and stuff of the IAAC using Microsoft Excel program when submitting and storing the summary of the AID.
Only high-level government officials and other equally ranked authorities submit their AID to the IAAC. Any other officials’ AID collected to legally authorized officers at their organizations. But, AIDIS will allow all the AID from competent official to be located at on place under supervision of the IAAC. This new database software program shall be operated by officers of the Department of Investigation and Assessment department and other competent official to obtain AID. Therefore, it should be web application program that can be used through internet.
Currently, the IAAC obtains the individual original AID in a hard format when needs to verify and check upon citizen’s request and complain. In this case, the IAAC encounters with a problem of time consuming, validity of original of AIDs, etc. Thus, the new software AIDIS will now it enable to directly download and control over the complete AID of every individual filter for any time when requires.
Having AIDIS allows all the AID to be collected and registered through standardized form and format and simplifies the work of the officers to collect and register the AID and prepare its report and serves for the purpose of obtaining true and fair AID and to do research and study and use them for the routine progress. Moreover, the program shall grant implementation of the transparency and openness principle as stated in article 14.2 and 14.3 of the Anti-corruption law of Mongolia and allow interested people to acquire useful information relating to the AID. As creating AIDIS, an opportunity to have statistics at department, division, unit, facility and national level shall be prevailed regarding to the numbers of officials who submitted their AID or did not submitted or submitted after due date. Also, summary of the AIDs of the high-level government officials and any other officials will be published using the program.
Based on the statistics at different levels, any related research or study can be conducted and outcome and efficiency can be calculated. So, critical information, useful for the anti-corruption activities, shall be derived from the statistics by age, gender, post, remuneration, income and wealth of the officials.
AIDIS is a critical component of the state information fund and shall be incorporated with the other state information fund such as population registration, immovable property record and automobile and vehicle registration. The creation of the AIDIS shall serve for the purpose of the programming the collection, investigation and assessment of the AID, unify all the information and reports at IAAC in a short amount of time and support disclosure of related information to the public.
The software program will expose following opportunities.
- To build integrated AID database
- To develop collection and storing method of the AID
- To provide with the opportunity to do investigation and assessment in an honest, fair and fast way.
- To develop the report of the nation wide AID at IAAC
- To generate the summary of the AID and provide public with opportunity to obtain related information as stated in article 14.2 and 14.3 of the Anti-corruption law of Mongolia.
- To conduct research, questionnaire and advertisement and receive petitions and requests.
