Vietnam Urban Water Supply Development Project(IDA Credit No. 40280)

 

Consulting Services for Supportin Applied Database

of Water Sector for the Ministry of Construction (Package D4 - ComponentD)

REQUEST FOR EXPRESSIONS OFINTEREST

1.   This request forexpressions of interest follows the General Procurement Notice for this project that appeared in Development Business dated October13, 2004.

 

2.   The Socialist Republic of Vietnam (hereinafter called"Borrower") has received a Credit from the International Development Association (IDA) toward the cost of Vietnam Urban Water Supply Development Project. TheBorrower intends to apply a portion of the funds to eligible payments under the following Contracts for Consulting Services forSupport in Appliance Database of Water Sector for the Ministry of Construction.

 

3.   The Services include the following majoractivities:

-      Provide guidance and support "Consultant for Development of Water Sector Database" and "Consultantsupportin Database Software Management" (that selected separately in two packages) to perform their assignment.

-      Monitor and supervise the quality ofwork that performed by two Consultants as abovementioned.

-      Propose utilization methods and finalize the database that meets the management requirements ofsector.

-      Assist in developing the legal documents relating to institutionalization of establishment, managementandutilization of database system in sector management.

Theconsultant services will be required for period of five (5) months.

 

4.   The Management Board of Technical Infrastructure DevelopmentProjects (Administration of Technical Infrastructure - Ministry of Construction) now invites eligible consultants to indicate theirinterest in providing the above Consulting Services. Interested Consultants must provide information indicating that they arequalified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability ofappropriate skills among staff, etc.). Consultants may associate to enhance their qualifications; in that case, Consultantsshouldindicate in their Expression of Interest that whether they will associate in the form of joint venture or sub-consultancyarrangement.  It is noted that in case of joint venture,all members of joint venture shall be jointly and severally liable for execution of contract andone member shall be appointed torepresent the joint venture.

 

5.   Consultants will be selected under QCBS proceduresin accordance with the policies of the International Development Association (IDA) detailed in the Guidelines: Selection and Employment of ConsultantsbyWorld Bank Borrowers dated May 2004 which can be found at the following website: www.worldbank.org/procure.

 

6.   Interest Consultants may obtain further information at the address below duringofficehours

 

7.    Expression of Interest mustbe delivered to the address below by 16h30, 24 December 2010.
