Procurement of Vehicles with installed VHF and HF Radio Equipment

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business published on 26 December 2006

2. The Ministry of Public Works, Islamic Republic of Afghanistan has received a grant from the International Development Association (IDA) toward the cost of National Emergency Rural Access Project (NERAP) and it intends to apply part of the proceeds of this grant to payments under the contract for Procurement of Vehicles, with installed VHF and HF Radio Equipment, ICB No.: MPW/WB/NERAP/KBL/GDS/VEH/001

3. The United Nations Office of Project Services now invites sealed bids from eligible and qualified bidders for Vehicles with installed VHF and HF Radio Equipment

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from United Nations Office of Project Services, Sayed Khalil Shah, SayedkhalilS@unops.org and inspect the Bidding Documents at the address given below from 9.00 hrs to 16.00hrs


6. Qualification Requirements include:
(a) Financial Capability
The Bidder shall furnish documentary evidence of their financial standing to show their ability to perform the contract of magnitude equivalent to the quoted price.
(b) Experience and Technical Capacity
i) The bidder shall be either manufacturer of main equipments included in the lots or an duly authorized distributor/retailer/dealer, if required as per ITB 19.1 (a).
(ii) The Bidder shall furnish documentary evidence to demonstrate that they have successfully supplied, installed and commissioned same or similar nature of equipments during the last five years. The list of supplied equipments shall include:
-Name and address of Purchaser with email address/phone No
-Contract no and date.
-Equipments/items ordered/supplied with their respective quantities.
-Scheduled delivery date and actual delivery date.
-Details of Complaint, if any, received from the purchaser about the performance of the Equipments/items.

(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following requirement:
(i) They will be of standard quality/make and will be fully suitable for the intended purpose.
(ii) The bidder shall confirm the availability of spare parts and after sales service in the country of the purchaser.
The bidder shall confirm the availability of spare parts and after sales service in the country of the purchaser and provide the address of the dealer/agent for verification or confirm that the bidder will establish the above services within 30 days of notification of award. In case if the bidder proposes to establish his setup for these services then in such case the Bidder shall clearly state in his bid.
In case, where the Bidder proposes to establish his setup, the notification of award of contract shall be issued but the contract will be signed only after the bidder provides satisfactory evidence of establishing these services within 30 days of notification of award. Failure to do so will be treated as failure to sign the contract and action as per clause 44.2 of ITB will be taken.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below or sending an e-mail to the address below and upon payment of a non refundable fee 1,000 AFN. The method of payment will be cash. The Bidding Documents shall be collected by the bidders from the address below.
8. Bids must be delivered to the address below at or before 14.00 Hrs (local time; Kabul) on 31/05/2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened immediately after bid submission time and in the presence of the bidders’ representatives who choose to attend in person at the address below at 14.00 Hrs (local time; Kabul) on 31/05/2010. All bids must be accompanied by a Bid Security of the amount mentioned above or an equivalent amount in a freely convertible currency.
