ISLAMIC REPUBLIC OF AFGHANISTAN

MINISTRY OF RURAL REHABILITATION AND DEVELOPMENT

National Solidarity Program-III
(Project ID: P117103)

Date: 6 Apr, 2010

The Islamic Republic of Afghanistan has applied for a grant from the International Development Association (IDA), in the amount of US$ 04. million, towards the cost of the National Solidarity Program-III, and it intends to apply the proceeds of this grant to the payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:
(i) Establishing a national network of elected Community Development Councils (CDCs),
(ii) Funding priority subprojects to improve access to social and productive infrastructure, markets, and services,
(iii) Strengthening community capacities through participatory processes and training,
(iv) Promoting accountability and wise use of public and private resources,

Procurement of contracts financed by the grant will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004 and Revised October 2006 (the Procurement Guidelines), and is open to all the bidders from eligible source countries as defined in the guidelines. The provisions of paragraphs 2.55 and 2.56 of the Procurement Guidelines, providing for domestic preference in the evaluation of bids, shall apply to the goods manufactured in the territory of Afghanistan or and the works to be carried out by the domestic contractors through International Competitive Bidding. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and Revised October 2006 (the Consulting Guidelines)

Specific procurement notices for the contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business, DGMarket and local newspapers and websites.

The following ICBs/Large value Consulting Contracts are expected under this Project:

Consulting Services: Facilitating Partners for NSP-III to cover the rural communities and facilitate in achieving the project objectives; Various impact analysis like impact on governance and state building, women’s empowerment, impact of sub projects on environment etc.;
National and international individual consultants for NSP-III,

Goods: Vehicle and IT equipments include office furniture, quality control equipments
and communications equipments etc.

Non consulting services: Internet services

Works: procurement may include small value works for maintenance of NSP offices etc.
