II.1.5) Short description of the contract or purchase(s)
The National Library want to establish several two year parallel framework agreements on successive purchases of ICT consultant assistance/services on consultant and senior consultant levels within 11 specified service areas. Contract will be established with up to 5 suppliers within each service area.
The service categories in question are:
1. System development,
2. Service oriented architecture (SOA),
3. Data security regime,
4. Web development,
5. Networks,
6. Servers,
7. Storage systems and storage architecture,
8. Backup / recovery architecture and solutions,
9. Data centers,
10. System operational and managerial solutions,
11. Databases.
All contracts will have optional clauses for prolonging the contract period by one plus one year.The contract value in total for all service areas is estimated to about 25 000 000 NOK VAT included. The estimate is without obkigations for the purchaser.
For related service areas where the requirements yet have to be specified, The National Library will apply so called soft options with the right to establish further contracts for up to 50 % of the original contract value. This may extend the total contract value by further about NOK 12 500 000 VAT included.
All orders under the contracts will be placed based on so called mini competitions between the framework suppliers on contract. In regard to the so called soft options, The National Library will establish new contracts, as the need further materializes. These contract suppliers will be chosen after a mini competition among the suppliers that have contract on the related service area.
The contract partners within each service area will be chosen based on evaluation of quality of competence and references on offered consultants, quality of quality control methods/routines, and price.
The National Library will establish contracts with up to 5 suppliers within each consultant service area.
Orders will be placed based on so called mini competitions.

Estimated total value on the 11 ICT consulant service areas described earlier is roughly about 20 000 000 NOK eks. VAT.
We do however want so called "Soft options" as described in The Public Procurement Regulations §14-4 to apply for this tender. This regulation states that in this case the purchases of related services can be extended by up to 50 % of the original total contract value i.o.w. additional 10 000 000 NOK. In such cases the contract value in the announcement should be calculated as being original contract value + 50 % i.o.w. 30 000 000 NOK.
The value distribution between the various consultant service areas is not yet known. The pricurement will be divided into 5 separate framework agreements per service service area and level, and offers can be made for each combination of service area and service level (Consultant or Senior consultant).

Vendors must for each service area he decides to make a bid for, describe the three of his previous commissions that bears the highest relevance to the National Library`s description of their needs. Newly established enterprises are asked to supply adequate documentation on competence and quality in earlier assignments based on for example earlier employment relations. The reference list must in addition to other informational demands at least contain the name of the customers firm, a description of the commission, its value and the timespan in wicit was accomplished.
We encourage supplyers to make their description of their previous commissions as valid as possible and in such a way that contence, size and relevance in relevance to The National Library`s needs appear as clearly as possible.
