SOLICITATION #4AU-10-A-0001 REQUEST FOR QUALIFICATIONS FOR ELECTRICITY SUPPLY The United States Postal Service seeks to pre-qualify Energy Service Providers (ESP) to provide a direct supply of electricity generation to Postal Service accounts located in the following states and utility areas: Connecticut-All Utilities Illinois-All Utilities New Jersey-All Utilities Ohio-First Energy �All Utilities Pennsylvania (Penn Power & PPL) Texas-All Utilities The scope of this requirement includes providing approximately 755,788,418 kWh of generation to approximately 4,800 electric accounts serviced by multiple Investor Owned Utilities (IOU�s) in these six (6) states. Energy Service Providers interested in this requirement must first be pre-qualified by the Postal Service. Pre-qualification includes submission of a written statement of qualifications as outlined in the solicitation and the following schedule: TABLE 2-PROCUREMENT SCHEDULE DATE MILESTONE March 16, 2010 FedBizOps and Industry Publication Notices March 16, 2010 Issue Request for Pre-qualification Packages April 8 2010 Pre-qualifications Statements Due April 8, 2010 to April 26,2010 Pre-Qualification Evaluation Period April 26, 2010 to April 30 2010 Supplier Notification May 3, 2010 to May 14, 2010 E-Source Auction Portal Opens May 17, 2010 to May 24, 2010 Reverse Auction Events May 21, 2010 to May 24, 2010 Contract Award and Notifications Issued May 27 2010 to July 1, 2010 Supply Transition Period July 1, 2010 Flow Date It is the intent of the Postal Service to pre-qualify suppliers to submit pricing for delivery of full requirements power for a period of 12 or 24 months effective July 1, 2010. Energy Service Providers are invited to submit their qualifications to provide firm power to one (1) and/or multiple EDC(s) in one or multiple states covered by this Request for Qualifications (RFQ). This Request for Qualifications (RFQ) is issued as the first step towards establishing these contracts. Energy Service Providers pre-qualified as a result of this process will be eligible to submit a price proposal in a series of reverse auction events to be conducted by E-Source. Price proposals will be accepted from only those ESP that are successfully pre-qualified through this process. NOTE: THIS IS NOT A REQUEST FOR PRICING.
