An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.
If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.
The National Research Council Canada (NRC) wishes to award a contract to provide facilities and services for fire experiments and fire modeling using the full-scale experimental facilities located near Almonte, Ontario.

Supplier: Carleton University, 1125 Colonel By Drive, Ottawa, Ontario, K1S 5B6.

For the following reasons:

• Carleton University, in partnership with NRC, the Ottawa Fire Services and the Toronto Transit Commission, with resources obtained from the Canada Foundation for Innovation and the Ontario Innovation Trust, has constructed full-scale fire research facilities adjacent to existing NRC facilities in Almonte, Ontario.
• The new facilities provide a unique world-class resource for conducting full-scale experiments for use in fire research for the construction and transportation industries.
• The full-scale facilities provide a unique opportunity to conduct fire research to directly address fire safety issues and to develop and verify fire models and other tools for use in fire safety engineering applications.

The contract will be for a period of one (1) year with an option to renew for two (2) additional year periods and consists of:

• Facilities and services for full-scale fire experiments conducted at the facilities located near Almonte, Ontario.
• Numerical modeling to support and develop full-scale fire experiments and to verify fire models and other tools for use in fire safety engineering applications.

The level of effort for this contract is up to $150,000 (plus GST) per year.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
