This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) #BPA03122010AIR

Submit written offers - quote template provided upon request. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.ccr.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38 and DFARS Change Notice 20091229. North American Industrial Classification Standard (NAICS) 488190 and Size Standard $7 Million apply to this procurement.

Project Title: To obtain Aircraft Services for the 30 SW Western Range to support operations as stated in the Statement of Work

STATEMENT OF WORK
Aircraft Services for 30 SW Western Range

1.0 This statement of work is for a Blanket Purchase Agreement. The Period of Performance: Five (5) years from date of award: 8 April 2010 through 7 April 2015.

2.0 Scope and Objective The Western Range requires the capability to obtain aircraft support services in the event of an emergency or non-availability of existing aircraft to support its operations. These services include onshore and offshore range clearance and security.

3.0 General Background The aircraft will provide a platform for surveillance of the Western Range to confirm no hazards are in the warning areas and to perform launch security as needed.

4.0 Contractor Tasks

4.1 Compliance Documents
In the performance of the contract, the contractor shall utilize a Federal Aviation Administration (FAA) approved repair station and shall conform to current FAA regulations applicable to the airworthiness, personal safety, and internally or externally mounted equipment or components

4.2 Specific Tasks

4.2.1 Land/Offshore Clearance
Provide a helicopter capable of 1 to 2 hours of unrefueled flight. This helicoper shall have a rador capable of detecting ships and small boats; provisions to carry 1 to 2 Government observers or photographers with associated video and audio equipment; full IFR capability; IFF transponder; and dual channel UHF/VHF communication. For offshore surveillance, the pilor shall report: the number of ships/boats/ in the hazard area; speeds; headings; and any other information requested by the Aeronautical Control Officers. For onshore surveillance, the pilot shall resport: the number of personnel seen in the hazard area, their location using Latitude/Longitude (if possible), and other information requested by the Aeronautical Control Officers.

4.2.2 Support Aircraft
Provide an aircraft capable of maintaining a four-hour on station time, in addition to a transit period allowance of 90-minutes. The aircraft will have full IFR, transponder, and dual 360-channel VHF/UHF communications capability. The aircraft should be radar equipped for ship detections and FLIR capable.

4.2.2 Aircraft Operations
Provide the support of an aircraft on a 24-hour notice to perform during any hour or day of the year. The contractor is to respond to a verbal request for support from an authorized Government representative.

4.2.3 Aircraft Crew
Provide an FAA Instrumented Flight Rules (IFR) qualified aircraft pilor with a commercial rating and, as required for certain operations, provide space for up to two Governmetn (or authorized Government contractor) passengers as observers. The pilot shall direct the aircraft along a pre-designated flight path receiving vectoring information from Vandenberg AFB area control center via VHR/UHF radio communications.

5.0 Special Considerations

5.2 Vandenberg AFB Flight line
The contractor shall maintain an AF Form 181, Civil Aircraft Landing Permit, with 30 OSS/OSA Base Operations to provide permission to land on the Vandenberg AFB flight line.
"Synopsis Extract"

This contract requires and aircraft instrumented to perform ocean surveillance and launch security at the Western range, Vandenberg AFB. The aircraft will provide support on a 24-hour notice, and maintain a four-hour on station period.

All potential offerors are reminded that compliance with Defense Federal Acquisition Regulations (DFARs) 252.204-7004, Required Central Contractor Registration (CCR), is mandatory. Lack of registration in the CCR will make an offeror ineligible for contract award. All quotes should be good for 30 days from date of submission and must be sent to Sylvia Jones at Sylvia.Jones@vandenberg.af.mil or faxed to 805-606-5867 no later than 12:00 PM, Noon: PST on 30 March 2010.
