NASA/GSFC has a requirement for a motion-based platform to be used as part of asmall-scale (robot tool to satellite) contact dynamics facility to simulate the dynamicsof a satellite being serviced. Because it will be used to simulate rotating satellites,the platform should be capable of at least 360 degree rotation. In order to simulate thewidest range of satellite dynamics the platforms update rate should be around 200 Hz.Because the system will be integrated into an existing robotic simulation facility, theoperating system for the motion-based platform must be Linux. Finally, a short lead timeis desirable so that the platform can be integrated with the existing robotic system assoon as possible.NASA/GSFC intends to purchase the items from Mikrolar, Inc., pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeby the response date listed above. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
