Eligibility of Bidders:   Second stage bids shall be submitted before 12.00 noon, 13th May, 2010 and will be opened in the presence of the Bidder's representatives who choose to attend at 12.00 noon. Second stage bids shall remain valid for 90 Days after the date of bid opening. All second stage bids must be accompanied by a bid security in an amount not less than 2% of the total bid price or the equivalent in a freely convertible currency in one of the following forms: (a) a bank guarantee or irrevocable letter of credit issued directly by a reputable bank, (a) a bank guarantee or irrevocable letter of credit issued directly by a reputable bank, in the form provided in the bidding document. (b) a cashier's or certified check. The bid security must be valid until twenty-eight 28 days after the end of the validity period. Accordingly, the bid security should not expire before 10th June, 2010

1. We hereby inform you that as one of the short listed firm, you are invited to submit a sealed second stage bid for the execution and completion of the cited contract for which you submitted a first stage bid on 10th September, 2009 which was reviewed during the clarification meeting held on 26th February, 2010 and has been found technically responsive.

2. Your second stage bid should include an updated technical and commercial bid based on addendum (to be collected) and on the modifications, if any, listed in the "Changes Required Pursuant to the First Stage Evaluation" Annex to the Memorandum of the clarification meeting held with you on 26th February, 2010.

3. Second stage bids shall be submitted before 12.00 noon, 13th May, 2010 and will be opened in the presence of the Bidder's representatives who choose to attend at 12.00 noon, 13th May, 2010 at the address below:

4. Second stage bids shall remain valid for 90 Days after the date of bid opening prescribed above.

5. All second stage bids must be accompanied by a bid security in an amount not less than 2% of the total bid price or the equivalent in a freely convertible currency in one of the following forms:

(a) a bank guarantee or irrevocable letter of credit issued directly by a reputable bank, (a) a bank guarantee or irrevocable letter of credit issued directly by a reputable bank, in the form provided in the bidding document.

(b) a cashier's or certified check.

6. The bid security must be valid until twenty-eight 28 days after the end of the validity period. Accordingly, the bid security should not expire before 10th June, 2010.

7. Please confirm receipt of this letter immediately in writing by cable, fax, telex or e-mail. If you do not intend to bid, we would appreciate being so notified again in writing at your earliest opportunity.
