SUPPLY OF AN OFF-THE-SHELF SOFTWARE FOR MICROFINANCE INSTITUTIONS (MFI)

The Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Cape Verde (the “Government” or “GoCV”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Cape Verde (the “Compact”) in the amount of USD 110,078,488 (“MCC Funding”). The Government, acting through the Millennium Challenge Account - Cabo Verde (“MCA-CV”) intends to apply a portion of the proceeds of MCC Funding to eligible payments under a Contract associated with this Invitation for Bids (“IFB”). Payments by the MCA-CV will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, of the Compact. No party other than the Government and MCA-CV shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

The Compact Program is comprised of three projects: Watershed Management and Agriculture Support, Infrastructure Development, and Private Sector Development. The Private Sector Development Project includes three sub-activities:(a) a Government securities strengthening program implemented with the Ministry of Finance and Public Administration as the counterpart agency;(b) a Private investment activity which will promote private sector investments in key high potential sectors of Cape Verde; and,(c) a Microfinance Institutions (MFI) support program. This capacity building activity closely relates to the Agriculture project, as most of the credits for irrigation, inputs and agribusiness development will be issued by the MFIs.

MCA-CV now invites eligible Bidders to submit sealed Bids for the supply of the right of use of an off-the-shelf computer management information system (software for MFIs), and the related services that includes: (i) system installation and configuration, (ii) testing, (iii) migration to the new system of data in the current database of each MFI, (iv) training managers and operators from each IMFs on the use of the new acquired system and (v) software maintenance and support.
A complete set of Bidding Documents in English may obtained by interested bidders upon submission of a written request to the e-mail addresses mentioned below.
A firm will be selected under the Competitive Bidding procedures described in this IFB. Bidders are advised that these procedures are governed by the MCA-CV Procurement Guidelines that can be found at www.mca.cv. Although these procedures are similar to those set out in the World Bank Guidelines: Procurement under IBRD Loans and IDA Credits, there are several significant differences and, therefore, Bidders are advised to review these instructions carefully.
Bids must be delivered to the address given below no later than April 20th, 2010 by 10:00 AM (Cape Verde local time). Bids will be publicly opened the same day at the address below at 10:30 AM (Cape Verde local time). Late Bids will be rejected and returned unopened. Bidders should be aware that distance and customs formalities may require longer than expected delivery time.
