Drumheller Solid Waste Collection Contract 2010-2014

1. “Tender for Drumheller Solid Waste Collection Contract 2010-2014 A” (hereinafter called “Tender A Residential Automated Cart Collection “, for generators producing an average volume equivalent to 360 litres / 95 gals U.S. (or five (5) bags) or less per week. Such generators are likely to be, but are not limited to, residential in nature.)

2. “Tender for Drumheller Solid Waste Collection Contract 2010-2014 B” (hereinafter called “Tender B Commercial”, for generators producing an average volume equivalent to more than 360 litres / 95 gals us (or five (5) bags) per week. Most generators are likely to be, but are not limited to, Multi – Residential, Institutional, Commercial or Industrial in nature.)

3. “Tender for Drumheller Solid Waste Collection Contract 2010-2014 C” (hereinafter called “Tender C Residential and Commercial” combined being Tenders A & B jointly)

Tenders must be accompanied by a Certified Cheque or Bid Bond in the amount of ten percent (10%) of the first year contract value based on the 2010 rates for both Parts extended over 12 months, as well as a Consent of Surety for a Performance Bond in the amount of 50% of the first year (twelve month) contract value, and a Materials and Labour Payment Bond in the amount of 50% of the first year (twelve month) contract value, payable to the Town of Drumheller. The Town may accept an Irrevocable Letter of Credit in the amount of 10 % of the first year contract value based on the 2010 rates for both Parts extended over 12 months in lieu of a Consent of Surety for a Performance and Material Labour Payment Bonds. The Irrevocable Letter of Credit shall be in the form as attached in Appendix 1 and as approved by the Town of Drumheller.







Faxed Tenders will not be accepted.

The Town of Drumheller (herein after referred to as “The Owner”) may decide, in its sole discretion, that no bid submitted will be accepted and no Contract will be awarded pursuant to this tender process. In that event, all Tenderers will be notified and the Owner will have no liability to any Tenderer. If the Owner decides to accept a tender, or portion thereof, and award a Contract, the selection of the successful Tenderer will be based on a number of criteria which shall include, but not necessarily be limited to, price, start date, level of service proposed, type(s) of vehicles, (preference will be given to newer vehicles and equipment), staffing levels, location of tenderers base of operation and business office, qualification, past history and impact of tender on local economy. Receipt of an invitation to bid, or receipt and evaluation by the owner of a bid, does not imply that the Tenderer is qualified.

A non mandatory pre-tender meeting will be held on March 17, 2010 at 10:00 a.m. at Town Hall, #703 2 nd. Avenue West, Drumheller, Alberta.
