This is a Special Notice of intent to issue a combine synopsis/solicitation in accordance with FAR 12.603. The Naval Special Warfare Center (NSWCEN) intends to issue a Request for Quotes (RFQ) No. H92240-10-T-0022, as a combined synopsis/solicitation, for the anticipated award of a Firm Fixed Price (FFP) type contract to support a full training curriculum to provide critical combat skills to include prisoner control techniques and marshaling procedures, individual armed close quarter skills, and force control exercises in a full contact, full speed environment. Requirement is preparing NSW Instructor Staff to instruct NSW personnel. The Instructor training shall ensure instructor cadre is consistently teaching the same instruction to all NSW personnel and guarantee a high standard of quality control. The estimated period of performance is 1 base year with 4 one-year options, totaling 5 years (if options are exercised); start date is estimated to be 17 MAY 2010. The solicitation will be a Total Small Business set-aside, anticipated to result in the award of a single contract. The NAICS code for this procurement is 611699 with a size standard of $7.0M. A Bidders or Offerors Mailing List will NOT be established and hard copies of documents will not be provided. The combined synopsis/solicitation will only be available electronically on the FedBizOpps.gov web site. Any amendments, when issued, will also be available only on this web site. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. This notice is in addition to notices required under FAR 12.603 and is NOT the combined synopsis/solicitation. This is only a notice that the combined synopsis/solicitation is anticipated to be issued in the near future. FIRMS ARE ENCOURAGED TO REVIEW THE WEB SITE REGULARLY FOR UPDATED INFORMATION. A: There currently no contract in place for combatives instruction services. NSWCEN has purchased services for combatives instruction in the past, so the type of instruction is not a new requirement in that sense. The combined synopsis/solicitation that is pending will have revised requirements from any previous contract.
NSWCEN had posted two solicitations with the intent to contract for combatives services; however both solicitations had to be cancelled due to considerable changes in the requirements of the Government that rendered these two solicitations invalid. Solicitation H92240-09-R-GN47 was cancelled in its entirety in AUG 2009. Solicitation H92240-10-R-0008 is pending official cancellation; notice will be posted by the Government regarding this cancellation.
