Re: Request for Quotation # P1125

Canadian Food Inspection Agency (CFIA) is requesting quotes for French Language Training. The resulting contract with the most favorable offer will be subject to the terms and conditions of the CFIA.

This Request for Quotation consists of the following:

- This covering letter,
- Section 1; Request for Quotation Instructions, Terms and Conditions,
- Section 2; Basis/Method of Evaluation,
- Section 3; Statement of Work.



The Quotations must set out the means by which the technical, performance, time and other goals and objectives will be met, having regard to any stated requirements. CFIA will consider entering into a contract with the most acceptable Quotation which will be determined having regard to the evaluation factors set out in the RFQ.

SECTION 1

Request for Quotation Instructions, Terms and Conditions

1. The Quotation must be faxed or emailed to the following no later than 15:00 hrs Ottawa time on March 15th, 2010.

The proposer has the sole responsibility for the timely receipt of a proposal by CFIA. Late proposals will be returned unopened.

2. The Quotation must be identified clearly with the reference number on the package in large bold letters.

3. Elements in the RFQ must be completely filled-out in a clear and concise manner.

4. CFIA may cancel the quotation call at any time without any further obligations to the proposer.

5. CFIA may ask the proposer to substantiate any claims made in the Quotation.

6. If the proposer feels that the requirements stipulated are unnecessarily restrictive in any way and wishes to deviate from the requirements, the proposer must give a detailed explanation as to why such a deviation is being proposed.

7. The cost for preparing the Quotation will not be reimbursed by CFIA.

8. Amendments to the request for quotation shall be in writing.

9. The Quotation shall be evaluated according to the terms set out in Section 2. The proposer must comply with the evaluation terms. Failure to comply with any requirement will render the Quotation non-compliant and it will receive no further consideration.

10. All Quotation must indicate clearly if any portions of the services will be subcontracted. In such cases, the Quotation must provide detailed information on the sub-contractor and must clearly indicate, in detail, the responsibilities to be assigned to the subcontractor.

11. Quotations must be valid for a period of three months from closing date of request for quotation.

12. The full french version of the RFQ can be made available if required.

13. Any questions related to this RFQ must be received 24 hours prior to the closing time.



TERMS AND CONDITIONS

For the sole purpose of this RFQ, a resulting contract would include CFIA Terms and Conditions.

AGeneral Conditions@ shall mean Public Works and Government Services Canada (PWGSC) 2035 - General Conditions - Services, set out in the Standard Acquisition Clauses and Conditions (SACC) Manual issued by the Department of Public Works and Government Services.

These General Conditions are hereby incorporated by reference into and form part of any resulting Service Contract. The version of the SACC Manual applicable to this Service Contract is the one in effect on the date of the last signature of this Service Contract. The SACC Manual may be viewed on the Department of Public Works and Government Services Canada web site, Internet address: http://sacc.pwgsc.gc.ca/sacc/.



SECTION 2

BASIS / METHOD OF SELECTION

2.0 METHOD OF SELECTION & AWARDING OF CONTRACT

2.1 Bidders able to provide the services outlined in section 3 “Statement of Work,” shall provide an all inclusive firm fixed hourly rate for one-on-one full-time language training. The CFIA will select the contractor based on the lowest hourly rate submitted that meets the technical requirement stated herein.

SECTION 3

STATEMENT OF WORK

3.1 The language training facility should have the capacity to offer language training services in the area located between Toronto, Barrie and Guelph; training can take place at the schools facility or at an agreed upon location.

3.2 The language school will provide approximately 1400 hours of one-on-one French language training to one employee commencing on May 3, 2010.

3.3 Language training will be provided between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, statutory holidays excluded.

3.4 Pricing submitted in response to this RFQ must include provisions for cancellation of any class (by CFIA) without charge, provided that 24 hours notice is given.

3.5 The language school will, upon commencement of the contract, develop and submit for approval by the Technical Authority outlined in the contract, a learning plan to serve as a tool to establish clearly defined goals and milestones as well as for use in measuring the student’s progress.

3.6 CFIA reserves the right to terminate this contract should the student reach their required level prior to the end of the contract period. CFIA will be doing testing on the student 4 weeks prior of the termination of this contract to determine the student’s level.

3.7 Should CFIA require the student to return to workplace a two week notice will be provided.

3.9 PAYMENT METHOD

The language school will submit monthly reports with each invoice, detailing the student's progress in relation to his/her training plan along with monthly attendance records (these reports should also address concerns or issues, where applicable).
