INVITATION

The purpose of this notice is to invite formal proposals with costs from eligible Firms. The Canadian International Development Agency (CIDA) is seeking to retain the services of a maximum of three (3) Firms to provide training services in the Field Results-Based Management as described in the Appendix A, Terms of Reference.

This course offers a flexible review of RBM as the philosophy that underlies the work we do at CIDA, and the principles, tools and methodologies that accompany it. It combines a series of mini-lectures with hands-on exercises that can be tailored to suit the needs of specific teams or units within the Agency.

The financial limitation for each Standing Offer Arrangement will not exceed $350,000 excluding GST. Each anticipated Standing Offer Arrangement duration will be five (5) years with a financial limitation or will end once the total amount has been reached, whichever is first. Each requisition is limited to $70,000 including taxes.

This Request covers the following Service streams:

. Stream 1: Analysis, development, design conception
. Stream 2: Delivery of services

The bidding Firm must provide both service streams, throughout the duration of the Standing Offer Arrangement.

The Continuous Learning Section (CLS) meets the learning and career development needs of executives, managers, supervisors, and employees. To this end, CLS analyzes, designs, develops, and delivers training (classroom and online) adapted to CIDA's specific situation and the needs of functional communities.
The work includes but is not limited to analyzing, designing, developing, updating, adapting, and delivering new or existing courses in the Field of the Results-Based Management for the Canadian International Development Agency.

WORKING LANGUAGE OF THE PROJECT

Stream 1, Analysis, development, design conception: the Firm must have at least one bilingual individual (English and French) at the required level (advanced or expert) in both of Canada's official languages, to ensure continuous delivery of services for the duration of the Standing Offer Arrangement.

Stream 2, Delivery of services: the Firm must have at least one bilingual individual (English and French) at the required level (advanced or expert) in both of Canada's official languages, to ensure continuous delivery of services for the duration of the Standing Offer Arrangement.

SECURITY REQUIREMENTS

If you are bidding from outside Canada, please contact the Contracting Officer (Article 1.2, Inquiries) and CIDA will provide you with the appropriate security clause for your country if your country has signed a security agreement with Canada. If your country does not have a signed international bilateral Industrial Security Agreement or memorandum of understandings (MOUs), CIDA will not be able to provide you with the equivalent security clause. This part includes some security requirements that will be specified in the Standing Offer Arrangement. The term "Firm" is replaced by "Consultant".

The security requirements for the resulting Standing Offer Arrangement (SOA) have been identified at the RELIABILITY level. Before award of the Standing Offer Arrangement, the following conditions must be met. CIDA will not delay the award of any SOA to allow the Consultants to obtain the required clearance. If the Consultant does not meet the appropriate RELIABILITY security level at the time of the signature of the SOA, its proposal will be deemed non-responsive and will be rejected.

a. The Consultant must, at all times during the performance of the Requisition, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

b. The Consultant's personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.

c. The Consultant MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Consultant must ensure that its personnel are made aware of and comply with this restriction.

d. Subcontracts, which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.

e. The Consultant must comply with the provisions of the:
i. Security Requirements Check List attached as Annex __;
ii. Industrial Security Manual (Latest Edition ).

Appendix D, "Security Requirement Check Lists" contains the other security clauses and their respective security requirements check lists, which could be, included in future Requisition(s).

For each proposed individual, the Consultant should provide the following information as part of his or her proposal with respect to the above requirement:

a. Name of individual as it appears on security screening application form;
b. Individual’s date of birth;
c. Level of security screening obtained (Reliability Status or Security Clearance Secret or higher);
d. Valid period of security screening obtained;
e. Security Screening Certificate and Briefing Form or file number;

DESCRIPTION OF SERVICES

Stream 1: Analysis, development, design conception

The Firm will provide analysis, design, and development services for new and existing courses on Results-Based Management at CIDA in the context of the Public Service of Canada. The Firm will work with the proper CLS team to ensure the delivery of analysis, design, and development services.

All course analysis, design, and development services provided subsequent to this RFSO may include (but are not limited to) the following types of services and deliverables:

Needs analysis
Design
Development of material
Updating of existing courses
Adaptation of courses

Stream 2: Delivery of services

The Firm will provide delivery services for new and existing courses Results-Based Management in the Public Service of Canada. Trainers must expect to be required to combine their expertise and knowledge of the subject with their ability to train adults and to facilitate. They will work with the learning adviser or the appropriate CLS team to ensure delivery of quality professional learning experiences for participants. Trainers should also demonstrate their abilities to improve their classroom performance (communication skill and knowledge of the subject).

FIRM'S PROFILE

The Firm must propose a team of a minimum of three (3) and a maximum of eight (8) individuals.

To meet the requirement of the assignment, CIDA is seeking to retain the services of a Firm with a set of demonstrated and verifiable capabilities. CIDA is seeking a Consultant with experience in adult education.

• The Firm must have at least five (5) years of experience in training adults. At least two (2) years must be within the past five (5) years. The Firm will provide a list of two (2) previous clients (name of firm, contact, contact's telephone number, e-mail address, project title and duration, and so on).

• The Firm must also make a commitment regarding the availability of qualified resources.

These proposed individuals must have at least a bachelor's degree. They must provide a copy of their degree(s) as evidence. For the individuals who received their degree outside of Canada, they must provide the Canadian equivalency.
The proposed individuals MUST have five (5) years experience in the field of Result-Based Management (RBM). One year of experience is equivalent to 60 days within one calendar year (January to December).

For Stream 1 (analysis, design, development), one year of experience (calendar year from January to December) corresponds to six (6) training projects (activities, courses, and/or program).

For Stream 2 (delivery of services), one year of experience (calendar year from January to December) corresponds to at least 25 training days, at least six (6) hours a day.

Please note, CIDA does not send out RFSOs directly to interested consultants.

In order to be considered, proposals must be completed and received no later than 14:00 hrs, Eastern Daylight Time (EDT), on closing date, CIDA Bid Receiving Unit, at the Central Mail Room, 1st Floor, 200 Promenade du Portage, Gatineau, Quebec K1A 0G4.

PROPOSALS SUBMITTED VIA FACSIMILE WILL NOT BE ACCEPTED.
