INVITATION TO Re-BID FOR


Development of Parks and Garden (Paseo del Mar, Zone IV)
(Name of Project)

1. The CITY GOVERNMENT OF ZAMBOANGA, through the General Fund (AB FY - 2009/2010) intends to apply for Re-Bid the sum of TWELVE MILLION THREE HUNDRED NINETY EIGHT THOUSAND FIVE HUNDRED PESOS (P12,398,500.00) ONLY being the Approved Budget (ABC) for the Contract to payments under the contract for Development of Parks and Garden (Paseo del Mar, Zone IV). Bids received in excess of the ABC shall be automatically rejected at Bid Opening.

2. The CITY GOVERNMENT OF ZAMBOANGA now invites bids for Development of Parks and Garden which involves construction of parking area, expansion of sidewalk, construction of concession unit, seawall, head wall break water, bulk head break water topping and restoration and headwall beam underfloor topping works. Completion of the Works is required One Hundred Eighty [180] calendar days. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project, and must be at least fifty percent (50%) of the ABC to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the "Government Procurement Reform Act". Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested Bidders may obtain further information from the Office of the City Mayor-Procurement, Acquisition and Award Division (PAAD) and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM starting March 12, 2010 to April 05, 2010.

5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee in the amount of P4,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.

6. The City Government of Zamboanga will hold a Pre-Bid Conference on March 19, 2010 at 10:00 AM in the Office of the City Mayor Conference Room, City Hall, Zamboanga City, which shall be open to all interested parties.

7. Bids must be delivered to the address below on or before April 05, 2010 at 10:00 AM at Office of the City Mayor Conference Room, City Hall, Zamboanga City.

8. Bidders are required to indicate the validity period of their bids in the Bid Form. Failure to indicate the same shall be considered that the bid is valid for a period of 120 calendar days as specified in Section 28.1 of the Revised Implementing Rules and Regulations of R.A. No. 9184.

9. All bids must be accompanied by a bid security in the form of cash, cashier's /manager's check, bank draft/guarantee confirmed by a Universal/Commercial Bank, Irrevocable Letter of Credit issued by a Universal/Commercial Bank or from other bank certified by the Bangko Sentral ng Pilipinas as authorized to issue such financial instrument, provided however that it shall be confirmed or authenticated by a Universal/Commercial Bank if issued by a foreign bank in the amount of P247,970.00 or Surety Bond callable upon demand issued by a Surety or Insurance Company duly certified by the Insurance Commission as authorized to issue such security in the amount of P619,925.00 or any combination of the foregoing in the amount proportionate to share of form with respect to total amount of security. Bids will be opened in the presence of the bidders' representatives who choose to attend in the Office of the City Mayor Conference Room, City Hall, Zamboanga City. Late bids shall not be accepted.

10. Equipment to be used: Road grader & roller, Water truck, Bagger mixer, Concrete vibrator & cutter, Chemical truck, Angle grinder, Walk behind roller, Boom truck, Bar cutter & bender, Welding machine, Speed cutter, Electric drill & planer, Compressor, Backhoe, Water pump and Jack hammer.

11. The City Government of Zamboanga reserves the right to accept or reject any Bids, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
