VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY
COMMUNITY FUNDS: No.
VI.2) ADDITIONAL INFORMATION: The purpose of this notice is to notify the
market of this forthcoming proposed tender opportunity; and to invite
interested suppliers to a market sounding event (full details are below).
The market sounding event is intended to aid the process of assessing the
reaction of the market to the Welsh Assembly Government’s proposed
requirement and procurement approach prior to its official launch.
The Department for Children, Education, Lifelong Learning and Skills
(DCELLS) has a range of programmes aimed at supporting learners in Wales
and currently supports in excess of 60 000 individuals on its work based
learning (WBL) programmes.
The Department intends to launch a tender process to establish its new
network of training providers for up to 4 years 2011 to 2015. This network
will deliver work based learning training provision on behalf of the Welsh
Assembly Government from August 2011. It is expected that these programmes
will be part-financed by the European Social Fund. However our intention
is that we will be publishing a full contract notice through Sell2Wales as
a part B Open OJEU tender process in the near future.
The tender process will allow for the selection of training providers on
grounds of quality (the price is set by the Welsh Assembly Government and
future contracts will be allocated based on the Welsh Assembly Government
Work Based Learning allocation methodology). Full details will be in the
formal tender documents when advertised on sell2wales in the near future.
Through the tender process DCELLS also aims to enhance
regional/sub-regional planning of work-based learning provision –
including alignment with DCELLS’ Transformation policy and, where
appropriate, Department for Work and Pensions delivery. DCELLS also aims
to facilitate collaboration of training providers and their integration
into the 14-19 Learning Partnerships now established in each local
authority area.
The future tender process is intended to be conducted on
www.etenderwales.bravosolution.co.uk - a website that provides the
facility for electronic tendering which is available to the Welsh public
sector. Contractors will be required to register their details on the
www.etenderwales.bravosolution.co.uk site when tendering, however full
details will be provided in the sell2wales contract notice when the
contract requirement is advertised. The tender process is intended to be
open from July to September 2010.
Prior to the tender being advertised all interested parties are invited to
a market sounding seminar to discuss the Welsh Assembly Government’s
proposed requirement and procurement approach prior to its official
launch.
