Eligibility of Bidders:   Qualifications requirements include:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
The Bidder shall furnish documentary evidence that their annual turnover is more than 1.5 times the price of their bid. Alternatively they shall include a letter from a reputed bank indicating their financial status which shall include their ability to perform the contract of magnitude equivalent to the quoted price
(b) Experience and Technical Capacity
The bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s)
• bidder must provide evidence of having executed at least one contract for supply of same or similar type of items (for piping system suitable for drinking water networks) within the period of last five years.
The list of supplied equipment shall include:
- Name and address of Purchaser with email address/phone No
- Contract no and date.
- Equipment ordered/supplied with their respective quantities.
- Scheduled delivery date and actual delivery date.
- Details of Complaint, if any, received from the purchaser about the performance of the equipment.
(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:
• Manufacturer’s quality standard certificate.
• Confirm the quoted products meet the specifications and testing standards and regulations as mentioned in Section VI (2) Technical Specifications
(d) Manufacturer’s Authorisation Certificate is required in terms of BDS, ITB 19.1 (a)

INTERNATIONAL COMPETITIVE BIDDING
For

Procurement of Fittings, Valves, Service Connection Materials and Accessories
IFB No – MUD/1137/ICB


1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business issue on August 21, 2008.

2. Ministry of Urban Development of Islamic Republic of Afghanistan has received Grant from the Afghanistan Reconstruction Trust Fund (“ARTF”) administrated by the International Development Association IDA, World Bank toward the Urban Water Supply and Sanitation Project (UWSS), and it intends to apply part of the proceeds of this Grant to payments under the Contract for Fittings, Valves, Service Connection Materials and Accessories, IFB No. MUD/1137/ICB.

3. The Afghan Reconstruction & Development Services (ARDS), acting on behalf of the Ministry of Urban Development, now invites sealed bids from eligible and qualified bidders for Procurement of Fittings, Valves, Service Connection Materials and Accessories as illustrated below:

(Charikar, Gardez, Ghazni, Jalalabad, Kandahar, Maimana, Mehterlam, Mazar I Sharif, Puli Khumri, Qalat, Sheberghan, Taloqan) 1,500,000 (in words: One and a half million)


The bidders must quote for the entire quantity for all destinations on single responsibility basis for the offer to be treated as substantially responsive.

4.. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 and Revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Afghanistan Reconstruction and Development Services (ARDS) (email: ards.procurement@ards.org.af) and inspect the bidding documents at the address given below from 9:00 hrs to 16:00 hrs on any working day from Saturday to Thursday.

7. A complete set of Bidding Documents in English may be obtained free of cost by interested bidders by downloading the same from the ARDS website www.ards.org.af. In case of any difficulty in downloading from website, interested bidders may contact at e-mail address ards.procurement@ards.org.af.
8. Bids must be delivered to the address below at or before 14:00 Hrs (local time) on 5 May, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened immediately after the deadline of bid submission, at the same place of bid submission in the presence of the bidders’ representatives who choose to attend in person.
9. All bids must be accompanied by a Bid Security of the amount mentioned in para 2 above or an equivalent amount in a freely convertible currency valid up to August 31, 2010.
10. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.
