Procedura a fost organizata datorita codului galben de ninsoare intrat in vigoare la data de 15.12.2009, contractele atribuite in aplicarea acesteia derulindu-se pina la data de 05.02.2010, data perfectarii contractelor aferente procedurii de licitatie deschisa organizata prin anuntul de participare nr. 91304/19.11.2009 (procedura contestata) si atribuita conform anunt 78038/09.02.2010. Prezentul anunt de atribuire nu a putut fi publicat mai devreme deoarece nu s-a cunoscut valoarea finala a contractelor pina la depunerea si acceptarea la plata a facturilor aferente perioadei 01-05.02.2010.
