SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-London: planned preventative maintenance and responsive repairs - door
entry and cctv systems.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

Main place of performance: Designated properties managed and/or maintained
by Homes for Haringey on behalf of London Borough of Haringey and within
the boundaries of the London Borough of Haringey, London. Outer London.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Contract is
for the provision of Planned Preventative Maintenance and Responsive
Repairs - Door Entry and CCTV Systems to existing systems.
The contract will be for 5 years with an option to extend further period
of 2 year depending upon the contractor's performance at the end of Year 5
and this shall be at the Authority's sole discretion.
The 2 lots will comprise of parts of the borough, full details will be
included in the Tender Documents. There will be one contractor appointed
for each lot. Contractors will be able to tender for both lots but will be
awarded only one lot.
All door entry systems will require servicing at least 3 monthly
intervals, or in accordance with the specific manufacturers instruction
for each installation.

II.2.1) Total quantity or scope: See II.1.5 above. The expenditure for
both lots over the term of the contract is estimated at 2 000 000 GBP over
a 5 year term with a potentially 400 000 GBP per additional year.
II.2.2) Options: Yes.
Description of these options: The contract may be extended at the
Authority's sole discretion for further two years.
Provisional timetable for recourse to these options: in months: 60 (from
the award of the contract).

3) QUANTITY OR SCOPE: Circa 323 blocks incorporating 3 994 dwellings
(subject to variation). The expenditure over the term of the contract is
estimated at 650 000 GBP over a 5 year term with a potentially 130 000 GBP
per additional year.
Estimated cost excluding VAT: 650 000 GBP.
LOT NO 2
TITLE: UK-London: area b - east of the borough, north tottenham, south
tottenham and broadwater farm
1) SHORT DESCRIPTION: Repair and maintenance services.Closed-circuit
television cameras.Access control system.
2) COMMON PROCUREMENT VOCABULARY (CPV): 50000000, 42961100, 32234000.
3) QUANTITY OR SCOPE: Circa 311 blocks incorporating 7 925 dwellings
(subject to variation). including Concierge scheme borough wide. The
expenditure over the term of the contract is estimated at 1 350 000 GBP
over a 5 year term with a potentially 270 000 GBP per additional year.
Estimated cost excluding VAT: 1 350 000 GBP.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Parent Company Guarantee or

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (a) is
bankrupt or is being wound up, where his affairs are being administered by
the court, where he has entered into an arrangement with creditors, where
he has suspended business activities or is in any analogous situation
arising from a similar procedure under national laws and regulations;

Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council
Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of
the use of the financial system for the purpose of money laundering.

statements from banks or, where appropriate, evidence of relevant
professional risk indemnity insurance;
(b) the presentation of balance-sheets or extracts from the
balance-sheets, where publication of the balance-sheet is required under
the law of the country in which the economic operator is established;
(c) a statement of the undertaking's overall turnover and, where
appropriate, of turnover in the area covered by the contract for a maximum
of the last three financial years available, depending on the date on
which the undertaking was set up or the economic operator started trading,
as far as the information on these turnovers is available.

undertake a Dun and Bradstreet, or equally approved credit check on
applicants and the minimum acceptable rating from this check is noted in
the Pre-Qualification Questionnaire available from the address in section
I.2. An award of contract will not be made where the total value of the
work per contractor envisaged under the relevant contract exceeds 25 % of
the Applicant's annual turnover. Consortia applications may be submitted.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Accelerated restricted.
Justification for the choice of accelerated procedure: The EU Accelerated
Restricted Procedure will be used to procure this service in accordance
with the European Commission's decision to relax the rules on its use
during 2009 and 2010.as adopted and implemented by the measures detailed
within IP/08/2040, issued on 19.12.2008 following the recommendations of
the European Council to the Commission of 12.12.2009. In doing so The
Authority wishes to shorten the procurement timescale.
The public procurement Directive 2004/18/EC allows recourse to accelerated
procedures where justified on the grounds of urgency. The Commission
recognises that the exceptional nature of the current economic situation
can justify the use of the accelerated procedure reducing considerably the
overall time limit of the procedure from 87 days to 30 days. Such
presumption of urgency should apply throughout 2009 and 2010 for all major
public projects.
In view of this, the period for bidders to prepare their tender has
reduced to 28 days.

VI.3) ADDITIONAL INFORMATION: 1) The Contracting Authority is the Homes
for Haringey Ltd. (2) The selection process will have a balanced weighting
between quality & price as detailed in the PQQ. (3) The Contracting
Authority has a duty to deliver Best Value and Performance Improvement in
accordance with the UK-Local Government Act 1999 and the UK-Audit
Commission Act 1998. The requirements under these two UK-Acts will have
been considered and reflected in the Contracting Authority's tender
evaluation criteria and weightings. (4) Applicants are advised that TUPE
may apply to the existing employees engaged on the current contracts;
relevant details will be included within the tender. (5) The contractor
will be required as a condition of contract to comply with: the
Contracting Authority's Contract Procedure rules. (6) Where more than one
organisation from the same group of companies wishes to submit an
expression of interest, only one organisation will be considered for
shortlisting. In the event of more than one organisation from the same
group of companies being eligible for shortlisting, all but one of the
organisations will be requested to withdraw. The decision on which
organisations withdraw will be left to the organisations involved. (7) The
minimum annual turnover (or joint turnover where a consortia application)
requirement for Lot 1 is 520 000 GBP and 1 080 000 GBP for Lot 2. (8) Lot
1: A minimum of 5 and maximum of 8 organisations will be invited to
tender. Lot 2: A minimum of 5 and maximum of 8 organisations will be
invited to tender.
